Mr. Joseph Chamie, Director of the Population Division of the United Nations Secretariat, welcomed the members of the Bureau to the meeting and thanked them for their commitment to the work of the Commission and their participation in the meeting.
As Mr. Chamie explained, a system of rotation for the Chair was already in place, although it was not followed strictly because it was not always possible to find a Chair from the regional group whose turn had come.
Mr. CHAMIE(Department for Economic and Social Information and Policy Analysis) said that the Commission on Population and Development currently met for five days and had a much larger agenda than in the past.
Mr. CHAMIE(Department for Economic and Social Information and Policy Analysis) said that the usefulness of population indicators was now recognized but that development indicators, on the other hand, were more difficult to define.

Mr. Chamie, in reply to the Chairman's question concerning the three or four most important aspects of international migration, pointed out that migration was not a new phenomenon; the world's population had redistributed itself across the globe throughout history, and would doubtless continue to do so.

Mr. CHAMIE(Department of Economic and Social Information and Policy Analysis), replying to the representative of the Russian Federation, said that the Population Division had been gathering information on indicators from the relevant agencies and organizations and expected to have a wallchart highlighting 12 indicators by 1997.
Mr. Chamie(Director, Population Division, Department of Economic and Social Affairs) introduced the report of the Secretary-General on international migration and development(A/52/314), which he said was based on responses from Governments, which had been asked to express their views on the convening of a United Nations conference on international migration and development.
