Proceedings concerning the confidential inquiry on Lebanon.
The confidential inquiry provided for in article 20 began in April 1999 and ended in May 2002.

The confidential inquiry was quite another matter, since it was clearly provided for by article 20 of the Convention.

The members designated by the Committee for the confidential inquiry shall determine their own methods of work in conformity with the provisions of the Convention and the rules of procedure of the Committee.

During the time when the Committee is conducting a confidential inquiry, until such time as the report of the inquiry is published or the Committee informs the Subcommittee that the inquiry is completed;
Ms. Gaer, referring to the visit made by the Subcommittee to Brazil, recalled that in 2005,the Committee had conducted a confidential inquiry in that country under article 20 of the Convention and concluded that torture was systematically practised there.
Following their examination the Committee decided, at the same session, to undertake a confidential inquiry in accordance with article 20, paragraph 2, of the Convention and rule 78 of its rules of procedure, and designated the two above-mentioned members for the purpose.
Since this Committee, under article 20 of the Convention against Torture, is already entrusted with the function of carrying out confidential inquiry proceedings, including possible on-site visits, this procedure might be also used for investigating cases of enforced disappearance.
During the same session, the Committee endorsed that conclusion anddecided to undertake a confidential inquiry in accordance with article 20, paragraph 2, of the Convention and rule 78 of its Rules of Procedure, designating Mr. González Poblete and Mr. Silva Henriques Gaspar for the purpose.
During that Committee's session in May 1996,his country had raised important issues concerning the verification of facts in connection with a confidential inquiry conducted in accordance with paragraph 20 of the Convention against Torture and the inclusion of the findings on that question in the annual report.
