Mr. DUMITRIU(Romania): Mr. President, I would like to congratulate you, since this is the first time we are taking the floor during this part of the session, on your assumption of the office of President of the Conference.
Mr. DUMITRIU(Romania) said that despite the financial difficulties which affected them directly, peacekeeping operations continued to be an essential means of conflict management for the United Nations.
Mr. Dumitriu(Romania)(interpretation from Spanish): Romania is among the sponsors of draft resolution A/50/L.2, which requests that observer status at the General Assembly be granted to the Central American Integration System.
Mr. Dumitriu(Romania): I am pleased to start the few remarks that my delegation wishes to make on agenda item 10 by welcoming the new, concise format of the report of the Secretary-General on the work of the Organization.

Since the terms of office of Mr. Akimoto,Mr. Dumitriu, Mr. Gharekhan, Mr. Humenny, Mr. Kandanga and Mr. Leis will expire on 31 December 2003, it will be necessary for the General Assembly at its fifty-eighth session to appoint six persons to fill the resulting vacancies.
Mr. Dumitriu(Romania): The agenda item entitled“Support by the United Nations system for the efforts of Governments to promote and consolidate new or restored democracies” might begin a new era in the post-cold war history of the United Nations.
Mr. DUMITRIU(Romania), speaking also on behalf of the Republic of Moldova, said that a consensus on the matter would represent a significant achievement by the Committee and, since he believed in the power of dialogue, negotiation and patience, he would vote in favour of deferring consideration of the item.
Mr. Dumitriu(Romania) said that his delegation endorsed the statement by Luxembourg on behalf of the European Union and associated countries and shared the view expressed by other delegations that the United Nations needed a strategy as part of the ongoing reform process.
Mr. Akimoto(Japan), Mr. Dumitriu(Romania), Mr. Humenny(Ukraine), Mr. Al-Mansour(Kuwait), Ms. Mapitse(Botswana) and Ms. Spratt(United States of America) were recommended for appointment or reappointment to the Committee on Contributions for a three-year term beginning on 1 January 2007.
