The implementation of Policy Recommendation No.4(Address the labour market challenge at the pan-European level)consisted in setting up an Expert Group on mutual recognition of boatmasters' certificates and harmonization of professional requirements in inland navigation.
The Informal Expert Group on mutual recognition of boatmasters' certificates and harmonization of professional requirements in inland navigation held its first meeting in June 2014.
The Working Party may wish to note that at its fifty-eighth session, SC.3 agreed to devote a half-day of the forty-sixth session of SC.3/WP.3 to the third meeting of the International Expert Group on Mutual Recognition of Boatmasters' Certificates and Harmonization of Professional Requirements in Inland Navigation IEG.
The work on mutual recognition of boatmasters' certificates and the harmonization of professional requirements in inland navigation is expected to see major progress.
The Working Party may wish to note that at its fifty-seventh session, the Working Party on Inland Water Transport(SC.3)agreed to devote a half-day of the forty-fifth session of SC.3/WP.3 in June 2014 to the first meeting of the International Expert Group on Mutual Recognition of Boatmasters' Certificates and Harmonization of Professional Requirements in Inland Navigation.

The UNECE Working Party on Inland Water Transport(SC.3), upon recommendation of the UNECE Working Party on the Standardization of Technical and Safety Requirements in Inland Navigation(SC.3/WP.3)(ECE/TRANS/SC.3/WP.3/80, paras. 9- 16),decided to establish an International Expert Group on mutual recognition of boatmasters' certificates and harmonization of professional requirements in inland navigation IEG.
The Committee may also wish to approve the decision of SC.3 to establish an Expert Group on mutual recognition of boatmasters' certificates and harmonization of professional requirements in inland navigation(IEG), based on the Terms of Reference(ToR) contained in document ECE/TRANS/SC.3/2012/4.
The Working Party may wish to exchange information on this subject, taking also into consideration the presentation on working and living conditions in inland navigation in the European region made by the International Labour Office at the forty-fifth session of SC.3/WP.3 andthe work of the Expert Group on mutual recognition of boatmasters' certificates and harmonization of professional requirements in inland navigation.
At its seventy-fifth session,ITC approved the decision of SC.3 to establish an Expert Group on mutual recognition of boatmasters' certificates and harmonization of professional requirements in inland navigation(IEG), based on its Terms of Reference, contained in document ECE/TRANS/SC.3/2012/4 ECE/TRANS/236, para. 30.
Also, further steps were taken to facilitate at the pan-European level the mutual recognition of boatmasters' certificates and the harmonization of professional requirements in inland navigation.
The Committee may also wish to note that the International Expert Group on Mutual Recognition of Boatmasters' Certificates and Harmonization of Professional Requirements in Inland Navigation(IEG)(ECE/TRANS/236, para. 30), met and agreed, for reasons of efficiency, not to establish a formal group but to continue working on this issue with an informal group of experts.
The Working Party noted that, at its fifty-seventh session,SC.3 had decided to devote a half-day of the forty-fifth session in June 2014 to the first meeting of the International Expert Group on mutual recognition of boatmasters' certificates and harmonization of professional requirements in inland navigation, and had also adopted a provisional agenda for that meeting.
The Committee also noted that,following its approval for the establishment of an international Expert Group on mutual recognition of boatmasters' certificates and harmonization of professional requirements in inland navigation(IEG)(ECE/TRANS/236, para. 30), SC.3 had decided to devote half-a-day of the June 2014 session of the Working Party on the Standardization of Technical Safety Requirements in Inland Navigation to the first meeting of IEG.
In particular, the ITC welcomed the publication of the 2012 Inventory of Main Standards and Parameters of the E-Waterway Network(Blue Book) as well as the map of European inland waterways in English, French and Russian andapproved the decision of SC.3 to establish an Expert Group on mutual recognition of boatmasters' certificates and harmonization of professional requirements in inland navigation, based on its Terms of Reference, contained in document ECE/TRANS/SC.3/2012/4 ECE/TRANS/236, para. 30.

Against this backdrop, the Working Party considered the Terms of Reference(ToR)for establishing an International Expert Group on mutual recognition of boatmasters' certificates and harmonization of professional requirements in inland navigation(IEG) at the level of UNECE ECE/TRANS/SC.3/2012/4.
The Working Party recalled that ITC had approved in February 2013 the establishment of an international Expert Group on mutual recognition of boatmasters' certificates and harmonization of professional requirements in inland navigation(IEG) as well as its Terms of Reference ECE/TRANS/236, para. 30.
