Among the main conclusions of the Expert Meeting, the Chairman highlighted the importance of government support for building up SMEs' development and competitiveness; the need for a flexible combination of public intervention and market freedom and of macro and micro policies; the need for public/private partnerships; and the need for support measures andappropriate policies to derive advantages from and address risks involved in SME internationalization strategies such as creation of linkages with TNCs.
Based on a consultancyreport commissioned by the UNCTAD secretariat, an issues paper entitled Enhancing the competitiveness of SMEs through linkages with TNCs(TD/B/COM.2/EM.9/2) has been prepared.
For example, Enterprise Uganda, established on the Empretec model, is a hands-on programme established in partnership between the Government, UNCTAD and UNDP to support SMEs to enhance their productivity, growth andcompetitiveness and to promote linkages with TNCs through supply chain development.
