I now give the floor to Ambassador Lint of Belgium.
I now proceed to give the floor to Ambassador Jean Lint of Belgium, and after him, the other permanent representatives whom I mentioned at the beginning.
In 2000, I think in particular of the proposals presented by Ambassador Kreid of Austria,Ambassador Lint of Belgium and the Amorim proposal.
The documents drawn up by the Chairmen,Ambassador Lint of Belgium and Ambassador Amorim of Brazil, provide a solid basis for a consensus.
The Fifth Meeting was opened on 15 September 2003 by the President of the Fourth Meeting of the States Parties, Ambassador Jean Lint of Belgium.
At the same time, I would like to thank your predecessors, Ambassador Jean Lint of Belgium and Ambassador Celso Amorim of Brazil, for the work they have done.
At the outset, let me pay tribute to my predecessors, Ambassadors Harald Kreid of Austria, Iftekhar Chowdhury of Bangladesh,Sergei Martynov of Belarus, Jean Lint of Belgium and Celso Amorim of Brazil.
I would also like to join Ambassador Jean Lint of Belgium in congratulating the Turkish delegation on the unanimous adoption by the Turkish Parliament of the Ottawa Convention.
I would like to add a few points in my national capacity to the statement delivered this morning on behalf of the European Union by Ambassador Lint of Belgium, which Slovenia fully supports.
I would also like to take this opportunity to bid farewell to Ambassador Jean Lint of Belgium, who will leave the Conference on Disarmament soon to assume other important assignments.
After all, Ambassador Amorim's proposal took full advantage of significant advances that he inherited from his own distinguished predecessors,including Ambassador Dembri of Algeria and Ambassador Lint of Belgium.
At this juncture, I would like to express my delegation's appreciation to Ambassador Lint of Belgium for his unwavering support throughout and his congratulatory message.
In June 2000, Ambassador Lint of Belgium proposed wording refinements that drew on Ambassador Dembri's efforts and adopted the same fundamental formula: FMCT negotiations plus discussions on nuclear disarmament and outer space.
Allow me therefore to welcome and pay tribute to the considerable contribution made by my colleagues who have already left:Jean Lint of Belgium, Juan Vega of Chile, Henrik Salander of Sweden and Camilo Reyes of Colombia.
I also have on my list of speakers for today Ambassador Lint of Belgium, who will speak on behalf of the five former presidents of the Conference, Ambassador Dembri of Algeria, Ambassador Vega of Chile, Ambassador Reyes of Colombia, and Ambassador Salander of Sweden, and himself, of course.
Although I deeply regret that these efforts did not succeed in the year 2000,the proposals of two former Presidents of the Conference- Ambassador Lint of Belgium and Ambassador Amorim of Brazil- have given all of us substantial hope for early agreement in 2001.
This is the context for the proposal made by the five ambassadors- Jean Lint of Belgium, Vega of Chile, Camilo Reyes of Colombia, Henrik Salander of Sweden and myself- which I officially presented in this same room on behalf of my colleagues on 23 January 2003, with the symbol CD/1693.
I have the following speakers on my list for today: Ambassador Heinsberg of Germany, Ambassador Sanders of the Netherlands, Ambassador Johansen of Norway,Ambassador Lint of Belgium, Ambassador Westdal of Canada and Mr. Sugondhabhirom of Thailand.
These meetings were convened by the Standing Committee's Co-Chairs, Ambassador Jean Lint of Belgium and Mr. Michael Oyugi of Kenya, with support from their Co-Rapporteurs, Ambassador Sam Sotha of Cambodia and Ambassador Kuniko Inoguchi of Japan.
Successive efforts in the recent past to build a bridge that would cross the divide have culminated in the proposal of the five ambassadors,as contained in document CD/1693 and as amended by Ambassador Jean Lint of Belgium on 26 June 2003, on behalf of the five ambassadors.
Allow me also to express our support for the statement delivered by Ambassador Lint of Belgium on behalf of the European Union, to which we would like to add a few points from our national point of view.
I have seven speakers on my list today: Ambassador Chiaradia of Argentina, Ambassador Levy of Israel, Ambassador Sanders of the Netherlands, Ambassador Petritsch of Austria, who will speak on behalf of the Human Security Network, Ambassador Alborzi of the Islamic Republic of Iran, who will speak on behalf of the Group of 21, Ambassador Lint of Belgium and Mr. Santana of Venezuela.
The Coordinator of the Article 7 Contact Group, Ambassador Jean Lint of Belgium, reported on the status of Article 7 reporting and reminded the Standing Committee of the 30 April deadline for submitting annual updates.
It is in the light of this analysis that the Nigerian delegation welcomes what may be characterized as a distant light at the end of a long, dark tunnel of six years of prevarication, as witness the recent initiative of the five past presidents of the Conference, namely my distinguished colleagues, Ambassador Dembri of Algeria,Ambassador Lint of Belgium, Ambassador Reyes of Colombia, Ambassador Salander of Sweden and Ambassador Vega of Chile, contained in document CD/PV.912.

I would also like to extend a cordial welcome to new colleagues who have assumed their responsibilities as representatives of their Governments in the Conference since we adjourned in September, namely,Ambassador Jean Lint of Belgium, Ambassador Hu Xiaodi of China, Ambassador Fayza Aboulnaga of Egypt, Ambassador Mya Than of Myanmar and Ambassador Nurlan Danenov of Kazakhstan. We look forward to working with them in pursuing our common goals.
In that connection, an advance team led by Ambassador Jean Lint of Belgium, President of the Fourth Meeting of States Parties to the Ottawa Convention, will be in Thailand later this month to make preparations in coordination with the Thai side to ensure the success of the Fifth Meeting of States Parties.
My delegation is convinced that Brazil will build upon the diligent anduntiring efforts of Ambassador Lint of Belgium and that your ample experience may guide us through this difficult period in the Conference on Disarmament.
I would not want to close without applauding the great work that Ambassador Lint of Belgium and Mr. Brighton Mugarisanwa of Zimbabwe have done this last year, serving as CoChairs of the Standing Committee of Experts on the Status and Operation of the Convention.
Slovenia, like other members of the European Union,supports the concept of nuclear-weapon free zones, as pointed out by Ambassador Lint of Belgium in his statement on behalf of the European Union in this Committee's thematic debate on nuclear issues on 13 October see A/C.1/65/PV.9.
