Voluntary contributions for the Lomé and Lima centres have remained insufficient.
The Department of Disarmament Affairs is continuing its efforts to enhance the existing security arrangements at its regional centres at Lomé and Lima.
I trust that the recent decision to strengthen the regional centres in Lomé and Lima will lead to similar activity throughout Africaand Latin America.
This meeting provided an opportunity for the development of cross-regional actions and cross-fertilization between projects organized by the two regional centres at Lomé and Lima.
Voluntary contributions for the Lomé and Lima centres again showed the pattern of recent years and remained insufficient to implement the required activities.
The Kathmandu Centre had continued operating from New York and, as it incurred lesser amounts of administrative support costs,it was less seriously affected than the Lomé and Lima Centres.
Consequently we regret to note that the United Nations Regional Centres in Lomé and Lima have been unable since last year to carry out substantive activities because of a lack of resources, which should have come from voluntary contributions.
Subsequently, as the situation did not improve, the Secretary-General, in his proposed programme budget for the biennium 1998-1999,recommended that the three P-5 posts provided for the regional centres at Kathmandu, Lomé and Lima be abolished.
In ongoing measures to enhance security, the regional centres for disarmament at Lomé and Lima propose a number of improvements to premises as well as the acquisition of security-and safety-related equipment.
Against that background, the Secretary-General, in his proposed programme budget for the biennium 1998-1999,submitted that the three P-5 posts provided for the three Regional Centres at Kathmandu, Lomé and Lima in 1996-1997 should be abolished.
It is expected that the strengthening of the regional centres at Lomé and Lima will lead to an increase in activities aimed at the promotion of dialogueand the establishment of confidence-building measures in Africa and Latin America.
Support was also expressed for the activities of the United Nations Standing Advisory Committee on Security Questions in Central Africa and the regional centres for peace and disarmament,particularly the Lomé and Lima centres.
Consequently, we regret to note that the United Nations Regional Centres in Lomé and Lima have been unable since last year to carry out substantive activities because of a lack of resources, which should have come from voluntary contributions.
The Office team met with the Under-Secretary-General for Disarmament Affairs, conducted interviews with most of the Professional staff and management of the Department, as well as other United Nations entities involved in the area, and visited the regional centres in Lomé and Lima.
Also, the regional centres for peace and disarmament in Lomé and Lima assisted the PTS/CTBTO in the organization of regionaland subregional workshops, and the implementation of a one-year programme to promote the CTBT ratification in the Latin America and the Caribbean region, using voluntary contributions.
As a result of the efforts to streamline the Centre and to improve the efficiency of its programme delivery,it is proposed that the three P-5 posts approved for the three regional centres at Kathmandu, Lomé and Lima and two General Service(one Principal and one Other level) posts in New York Headquarters be abolished.
Noting with appreciation the workshops on illicit trafficking in small arms, held at Lomé and Lima, organized, respectively by the United Nations Regional Centre for Peaceand Disarmament in Africa and the United Nations Regional Centre for Peace, Disarmament and Development in Latin America and the Caribbean.
Over the years, the continued decline in voluntary contributions from interested Governments and income from other sources to the trust funds established for purposes of financing the activities of the Centres, as is evident from annexes I and II to the present report, has seriously affected the functioning of the Centres,especially the Lomé and Lima Centres.
In the view of his delegation,the proposal to abolish the three P-5 posts which had been approved for the three regional centres at Kathmandu, Lomé and Lima was not consistent with the medium-term plan for the period 1998-2001and with the Secretary-General's assertion that disarmament was a central issue on the global agenda.
Information on voluntary contributions received, other income and expenditures through 31 December 1996 from the trust funds established for the purpose of financing the activities of the Centres is contained in annex I to the present report, readily demonstrating the insufficient financial resources and questionable viability of the Centres, especially in Lomé and Lima.
The Advisory Committee was informed, upon enquiry, that all three regional disarmament centres(Lomé, Lima and Khatmandu) are now operational, and each one of them is headed by a P-5 staff member;the directors of the centres in Lomé and Lima reported for duty on 1 December 1998and the director of the Khatmandu centre is currently operating from New York.
The staffing of the Centre for Disarmament Affairs would consist of 28 posts in the Professional category and above(1 D-2, 3 D-1, 11 P-5, 10 P-4/P-3 and 3 P-2) and 20 General Service(4 Principal level and 16 Other level) established posts funded under the regular budget, located at New York, Geneva and three regional centres at Kathmandu, Lomé and Lima.
The Advisory Committee notes from paragraph 2.129 that it is proposed that the three P-5 posts approved for the regional disarmament centres in Kathmandu, Lomé and Lima and two General Service posts at Headquarters be abolished, since the P-5 posts had not been filled since their approval, nor had voluntary contributions for the operations of the centres been made as expected.

II.21 As indicated in paragraph II.17 above,the three regional centres(at Lima, Lomé and Kathmandu) are headed at the P-5 level.
Calling on the United Nations Secretary-General to use all available channels to promote the universalization of the Convention and its Protocols,including through the Disarmament Regional Centers in Lima, Lomé and Kathmandu.
The Office for Disarmament Affairs of the Secretariat, through the implementation of its gender mainstreaming action plan(2003), continues to further disarmament objectives through gender-sensitive programmes, activities and policies both at Headquarters and through its regional centres in Lima, Lomé and Kathmandu.
The Office for Disarmament Affairs of the Secretariat and UNODC coordinate their work through the CASA mechanism and have increased their direct cooperation in particular with the three regional centres of the Office for Disarmament Affairs based in Lima, Lomé and Kathmandu.
The centres are located respectively at Lomé, Lima, and Kathmandu.
Similar revisions have had to be made in respect of the Lima and Lomé Centres.
