Mr. MARKOTIĆ(Croatia): Mr. President, at the outset allow me to congratulate you and to express the sincere satisfaction of my delegation at seeing you preside over the work of this august body.
The Meeting of the States Parties decided,as contained in paragraph 32 of CCW/MSP/2004/2,"to re-designate Ambassador Gordan Markotić of Croatia as Chairperson of the Meeting of the States Parties to be held in 2005.
Mr. MARKOTIĆ(Croatia), speaking in his capacity as Chairperson of the Credentials Committee, said that 76 States parties were participating in the Review Conference and that the quorum therefore stood at 39.
At the same plenary meeting, the Chairperson of the Meeting of the States Parties, Ambassador Gordan Markotić of Croatia, reported the work of the Group of Governmental Experts to the Meeting of the States Parties for its consideration.
Mr. MARKOTIĆ(Croatia) pointed out that Protocol V was the first international agreement to require the parties to an armed conflict to clear all unexploded munitions that threatened civilians, peacekeepers and humanitarian workers after the cessation of hostilities.
The meetings were chairedby Ambassador François Rivasseau, who was assisted by Ambassador Gordan Markotić of Croatia, Friend of the President on Compliance, and continued the consideration of document CCW/GGE/XII/3, dated 21 November 2005.
Mr. MARKOTIĆ(Croatia) expressed full support for the new protocol on unexploded remnants of war, though he would have preferred to see provisions assigning special responsibility to the user for clearing such remnants, issuing warnings to civilians and providing risk education.
The TEMPORARY CHAIRPERSON reminded the participants that at their 2004 Meeting,the States parties had decided(CCW/MSP/2004/2, para. 32) to redesignate the representative of Croatia, Mr. Gordan Markotić, as Chairperson of the 2005 Meeting of the States Parties, and invited them to confirm that decision.
I would like to inform you that I have received a letter from Ambassador Gordan Markotić, the Permanent Representative of Croatia, who is currently the President of the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of AntiPersonnel Mines and on Their Destruction.
Mr. MARKOTIĆ(Croatia) said that to date 51 States parties had communicated valid credentials to the Credentials Committee, 10 had communicated provisional credentials by fax and 15 had designated their representatives by means of notes verbales from their Permanent Missions.
To amplify this collective appeal,a letter co-signed by the Chairperson of the 2005 Meeting of the States Parties, Ambassador Gordan Markotić of Croatia, and the President of the Seventh Annual Conference of the States Parties to Amended Protocol II, Ambassador Jürg Streuli of Switzerland, was sent on 10 February 2006 to the Ministers for Foreign Affairs of those States that had not exceeded to the Convention and its Protocols.
Mr. MARKOTIĆ(Croatia): Mr. President, allow me at the outset to express my satisfaction at seeing you presiding over the Conference on Disarmament today and to extend the full support and cooperation of my delegation to you as the next President and to the current President, the Malaysian Ambassador, Rajmah Hussain.
The meetings were chairedby Ambassador François Rivasseau, who was assisted by Ambassador Gordan Markotić of Croatia, Friend of the President on Compliance, and considered a paper presented by the President-designate titled"Amendment to the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May be Deemed to be Excessively Injurious or to have Indiscriminate Effects" as contained in CCW/GGE/XIV/2, dated 17 May 2006.
Mr. MARKOTIĆ(Croatia): At the outset let me express our satisfaction at seeing you, Mr. President, in the Chair, and, at the same time, our sincere conviction that, together with the other five Presidents of this year's session, you will guide this august forum in the resumption of its work and steer it towards regaining its unique position in the world of disarmament and arms control.
