Mr. Alistair McGlone(United Kingdom), chair of the legal working group, reported to the Committee that there had been considerable difficulty in reaching consensus on paragraph 1 of rule 45 but that the group had agreed on text that mirrored similar rules for other multilateral environmental agreements.
