There would be six regional headquarters located in Huambo, Lubango,Luena, Menongue, Saurimo and Uige.

In addition, regional headquarters will be established in the northern(Uige), southern(Lubango), central(Huambo), eastern(Luena), north-eastern(Saurimo)and south-eastern(Menongue) regions of Angola.
However, Saurimo, Luena, Dundo, Cabinda, Cazombo,Malanje and Menongue have also been reached by flights carried out in cooperation with non-governmental organizations.
The result was a stop-and-go pattern of deliveries, and many locations, especially besieged cities such as Kuito, Huambo,Malange and Menongue, remained entirely inaccessible for many months.
During August, the roads from Ucua to Quibaxe(northern region) and from Menongue to Caiundo(south-eastern region) were successfully demined. The demining of the road from Menongue to Chitembo was also completed on 28 September.
Accordingly, on 27, 28 and 29 November 1994, UNAVEM regional headquarters wereestablished in the cities of Huambo, Luena, Menongue, Saurimo and Uige, in addition to one already existing in Lubango.
A large Cuban andFAPLA column was on the way from Menongue for the relief of Cuito Cuanavale, but progress in the rainy season was slow due to the need to clear the UNITA minefields and guard against possible ambushes.
The most ferocious fighting is still concentrated around the provincial capitals of Kuito/Bié and Menongue, respectively, which have been besieged by UNITA for more than eight months.
