The Special Rapporteur also met Mr. Michael Banton, a member of the Committee on the Elimination of Racial Discrimination, and attended an extremely interesting lecture by the Right Honourable the Lord MacKay of Clashfern, entitled“Racial Equality and the Courts: the Lord Chancellor's perspective”.
In his presentation,"Preparing for a new era",Mr. Michael Banton noted that the International Convention had been astonishingly successful but that its text reflected the understandings of the early 1960s.

On 19 March 1997, a letter was addressed by Mr. Michael Banton, Chairman of the Committee on the Elimination of Racial Discrimination, to the Chairman of the forty-eighth session of the Sub-Commission on Prevention of Discrimination and Protection of Minorities containing proposals for the preparation of studies and requesting him to present these proposals to the Sub-Commission during its forty-ninth session.
The experts who addressed the event were Professors Michael Banton and Theo van Boven, both members of CERD, and Mr. Asbjørn Eide, Vice-Chairman of the forty-seventh session of the Sub-Commission on Prevention of Discrimination and Protection of Minorities.
