The Working Group also noted with concern the lack thus far of a rigorous review process by which WCPFC and other RFMOs may consider such measures, based on best practices.
Resolutions and recommendations determined by ICCAT and CCAMLR and other RFMOs to which Namibia is a party continue to be reviewed, and assessments made on how best to improve their implementation and enforcement.
NAFO was also part of the group responsible for the North-Atlantic Format standard,which was used for VMS communication in the North-Atlantic and was being considered by other RFMOs for their possible use.
However, the effectiveness of NAFO, like other RFMOs, will be judged on whether it is able to result in sustained improvements in fishing behaviour and improvements in the status of the stocks it manages and the protection of their ecosystems.
One delegation recommended the Commission's approach to new and exploratory fisheries for use in other RFMOs and suggested that the General Assembly should endorse such an approach.
The Working Group on the Future of NEAFC shall develop assessment criteria and procedures for the performance review,including terms of reference for the review, in consultation if appropriate with FAO and other RFMOs.
It requested that Members,who are also members of other RFMOs, ensure that the issue of seabird by-catch is included on the agendas of appropriate meetings of all relevant RFMOs SC-CAMLR-XXI, paragraphs 5.30 to 5.34.
II.193 The Working Group requested that the Scientific Committee extend an offer of technical assistance on conducting seabird risk assessments generally to other RFMOs, and specifically to WCPFC and ICCAT, should they desire such support.
Other RFMOs(IATTC, ICCAT, the International Pacific Halibut Commission(IPHC), NAFO, the North Atlantic Salmon Conservation Organization(NASCO), NEAFC, SEAFO, WCPFC) reported that they had incorporated the principles and standards of the Code into the measures adopted for the conservation and management of fish stocks.
A first intergovernmental meeting will be convened in New Zealand in mid-February 2006 to establish a new RFMO with a mandate to manage fish stocks not covered by other RFMOs in the area concerned, consistent with the Convention and the Agreement.
This document further notes the work of other RFMOs to address seabird by-catch and the need for establishing consistent approaches, such as in the areas of assessments, monitoring incidental catch, and the development and use of effective and practicable mitigation measures, among RFMOs adjacent to the IATTC Convention Area, such as WCPFC.
Data derived from such observer programs have been critical to CCAMLR's success in reducing seabird by-catch, andthe Working Group believed that such information would be invaluable to similar efforts in other RFMOs and should be a high priority for their work.
II.192 The Working Group reaffirmed the urgent need to work collaboratively with other RFMOs to address seabird by-catch for shared species and recalled that CCAMLR and WCPFC are in the process of finalising a Memorandum of Understanding to facilitate the sharing of information, in part related to the need to address seabird by-catch CCAMLRXXVI/BG/9.

Other RFMOs, such as NAFO and NEAFC, have sent letters from their respective presidents to Governments involved in illegal, unreported and unregulated fishing, expressing concern about the activity and referring to the management regimes in place, including possible consequences for illegal, unreported and unregulated fishing vessels on their negative lists.
In light of these, Japan stressed that it is indispensable that CCAMLR establishes a certain procedure for the introduction of these measures similar to those established by other RFMOs such as the International Commission for the Conservation of Atlantic Tuna(ICCAT) and the Commission for the Conservation of Southern Bluefin Tuna CCSBT.
Implementation of CCAMLR Resolution 22/XXV 11.4 The Working Group recalledthat in previous years, the Chair of the Commission wrote to their counterpart in several other RFMOs detailing the Commission's interest in reducing the by-catch of Convention Area seabirds in fisheries outside the Convention Area, 494 and seeking information on several matters, including seabird by-catch assessments those organisations may have conducted and mitigation measures in use in their fisheries.
