Intercommunal violence in several locations in Pibor County UNMISS.
From June, civilian disarmament focused on Pibor County, where fewer weapons were collected than in the other counties. .
UNMISS did, however,observe an unidentified Antonov aircraft dropping packages in Pibor County, Jonglei State.
The UNMISS support base in Pibor county is now operational and the civil affairs component has resumed its mandated activities.
David Yau Yau was a militia leader, based in Jonglei State,involved in an armed struggle in Pibor County in eastern South Sudan.
In 2012, David Yau Yau initiated another rebellion against the Government, again in Pibor County. On 7 January 2014, South Sudanese officials announced that they had reached a ceasefire with David Yau Yau's rebel forces.
As indicated in my previous report(S/2012/820), the armed group loyal to David Yau Yau, a Murle,had taken up positions in Pibor County by late August.
The majority(43) of the cases of alleged violations occurred in Pibor County, with 12 reported in Bor County, and a handful in 5 other counties. .
However, a number of incidents of human rights violations, allegedly by some undisciplined elements of SPLA, were reported,in particular in Pibor County.
In Jonglei State,the Government decided to deploy 2,000 auxiliary police to Pibor County to address cattle-raiding and inter-communal violence.
A total of 14 rapes and 8 attempted rapes were documented between mid-March and mid-August 2012 in Jonglei State,of which 12 were in Pibor County.
With the support of the Southern Sudan Police Service, a search campaign for abducted children was organized in July 2009 in Pibor County; eight boys and four girls between the ages of 2 and 10 were rescued.
From 28 to 30 September, the Pibor County Commissioner and several State Assembly and National Assembly members met 40 Murle chiefs, who agreed to reach out to the young people in an effort to contain the situation and convince them not to join the militia.
Following the signing of the cessation of hostilities agreement between David Yau Yau and the Government, Pibor county has experienced relative peace and stability.
Murle attackers reportedly killed 55 people in Wek, Panyok and Warlei on 11 January, 12 in Weidang on 13 January and 80 in Duk Padiet on 16 January. On 7 February, a large group of Dinka youth attacked Nyorok,south of Manyabol, in Pibor County.
While there are grave concerns related to the situation in Jonglei State and,in particular, the human rights violations perpetrated in Pibor County by security forces over the past months, recent events provide South Sudan with new opportunities.
Separately, five Murle children who had been abducted by the Lou Nuer of Akobo late in 2009 were released on January 2010, andwere reunited with their families in Pibor County, Jonglei State.
An increase in alleged human rights violations by the security forces during the disarmament process in Pibor County between March and August 2012 were brought to the attention of the relevant authorities by UNMISS for investigation and prosecution of perpetrators.
The Protection Cluster has supported protection interventions in key areas,including Nzara County in Western Equatoria State and Pibor County in Jonglei State.
In Gumuruk, Pibor County(Jonglei State), she met with David YauYau, who was surrounded by children associated with the SSDM/A Cobra Faction. He acknowledged that he had recruited and used children but declared himself ready to collaborate with the United Nations to release them.
On 16 September, UNMISS received a letter, allegedly written by David Yau Yau,conveying an ultimatum to the United Nations to leave Pibor County within 48 hours or be forced out.
There is a significant risk that the recent increase in cattle raiding attributed to the Yau Yau militia against communities bordering Pibor County, in addition to fears of attacks by Murle young people against other disarmed communities, could result in rearmament and the resumption of deadly intercommunal violence.
Meanwhile, UNMIS has continued to provide assistance to the national and Southern Sudanese authorities on community security and arms control,including civilian disarmament efforts in Pibor County Jonglei.
During the first week of July, Lou Nuer and Dinka youths from Akobo, Uror, Nyirol, Duk and Ayod counties mobilized andmoved south into Pibor County to attack Murle youth, as well as the David Yau Yau armed group, and raid cattle.
Moreover, according to an intelligence report obtained by the Monitoring Group, Eritrean support to the Yau Yau rebellion was indirect support for theGambella Democratic Movement and Army(GDM/A), an Ethiopian rebel group to whom Yau Yau had given sanctuary in Pibor County.
My Special Representative visited Bor and Pibor on 24 and 25 September to discuss the situation with the state Governor, ministers,members of the legislature, the Pibor County Commissioner and civil society, as did the ambassadors of the European Union and Norway on 27 September.
I am alarmed by the violence against United Nations personnel and aid workers and their assets in Jonglei State,especially where humanitarian access remains the key challenge to meeting urgent humanitarian needs in Pibor County.
UNMISS briefed the South Sudanese armed forces regularly throughout the disarmament process on the allegations of serious abuses, calling for the armed forces hierarchy to engage with the commanders concerned.On 6 August, the Pibor County Commissioner sent a letter to the armed forces in which he called for a temporary suspension of the disarmament operation.
Between 15 July and 20 August,however, UNMISS investigated abuses linked to the civilian disarmament process in Pibor County, recording the following allegations: one killing; 27 incidents of torture or ill-treatment, such as beatings and simulated drowning; 12 rapes; six attempted rapes; and eight cases of individuals allegedly taken into custody by the armed forces for several days.
The military component maintained reinforced deployment to volatile areas of Jonglei to strengthen protection of civilians,including expanded patrols in Pibor County as explained in paragraph 39 below.
