Other delegations stressed that no new structures or mechanisms were needed and pointed out the steps undertaken to improve the existing framework to address various challenges, inter alia,by incorporating ecosystem and precautionary approaches and through joint meetings and initiatives of relevant organizations.
At its meeting in 2010, the Working Group recommended that the General Assembly recognize the importance of environmental impact assessments,in particular for the implementation of ecosystem and precautionary approaches, and recognize the importance of further developing scientific and technical guidance on the implementation of environmental impact assessments with respect to planned activities in areas beyond national jurisdiction, including consideration of the assessment of cumulative impacts A/65/68, paras. 14 and 16.
Among the recommendations agreed by the Meeting, emphasis was placed on the importance of regional, national and local activities to be undertaken along with the Biodiversity Convention mechanism for the implementation of its provisions in relation to marine and coastal biodiversity,as well as the need to apply precautionary approaches to biodiversity impacts.
It should be based on the best available science,give due regard to conservation efforts and precautionary approaches and ensure coherence and balance among the three dimensions of sustainable development.

Frameworks for new technologies, such as genetically modified food, should also be put in place ensuring regulation,labelling, precautionary approaches and legislation on company liability for potential harmful effects on poor farmers, indigenous people, local communities, consumers or the environment.
