The programme of advisory services and technical cooperation of the Centre for Human Rights is an important tool for the development and strengthening of a culture of human rights at the national level.
The Commission has called upon the High Commissioner to develop projects in the framework of the Office's programme of advisory services and technical cooperation to promote the human rights of internally displaced persons.
Through the programme of advisory services and technical cooperation, it provides them with a framework for cooperation, exchange of experience and mutual support, as well as with assistance, including training and information.
At the request of the Government of Costa Rica, the High Commissioner has decided to provide financial assistance for this consultation through the programme of advisory services and technical cooperation in the field of human rights administered by the Centre for Human Rights.
The programme of Advisory Services and Technical Cooperation in the Field of Human Rights continues to growand to develop activities to assist national authorities- at the request of the Governments- in the protection and promotion of human rights.
Requests the United Nations High Commissioner for Human Rights to establish, in connection with activities under the programme of advisory services and technical cooperation, a roster of experts and to invite Member States to provide relevant information to that end;
The High Commissioner has also discussed this issue with Governments, members of treaty-monitoring bodies and non-governmental organizations and stressed the importance of human rights education in the programme of advisory services and technical cooperation.
Under the leadership of the High Commissioner for Human Rights, the programme of advisory services and technical cooperation is aimed at assisting Governments, at their request, in promotingand protecting human rights at the national and regional levels.
To facilitate the holding of the sixth workshop on regional human rights arrangements in the Asia and Pacific region in Tehran under the regular budget of the United Nations for the programme of advisory services and technical cooperation in the field of human rights;
Reaffirms that the programme of advisory services and technical cooperation in the field of human rights should continue to provide, at the request of Governments, assistance designed to strengthen national capacities for the promotion and protection of all human rights, achieve equality and strengthen the rule of law and democracy;
The Office of the United Nations High Commissioner for Human Rights to continue and to expand, in collaboration with the Afghan Transitional Authority and to the greatest extent possible, its programme of advisory services and technical cooperation in the field of human rightsand the rule of law;
Encourages the Office of the High Commissioner, through its programme of advisory services and technical cooperation in the field of human rights,and other international and regional intergovernmental organizations, to give priority and continue to support, inter alia, national capacities for human rights education and public information;
To give adequate attention to the countries of the Asia and Pacific region by allocating more resources from existing United Nations funds to enable the countries of the region to benefit from all the activities under the programme of advisory services and technical cooperation in the field of human rights;
Encourages all Governments in the Asian and Pacific region to consider making use of the facilities offered by the United Nations, under the programme of advisory services and technical cooperation for the promotion and protection of human rights, to further strengthen national human rights capacities, and in this regard calls upon the High Commissioner to give adequate attention to the programme; .
Invites competent United Nations treaty bodies, special rapporteurs and representatives, as well as working groups, to continue to include in their recommendations, whenever appropriate,proposals for specific projects to be realized under the programme of advisory services and technical cooperation in the field of human rights;
Encourages all Governments in the Asian and Pacific region to consider, as appropriate, making use of the facilities offered by the United Nations under the programme of advisory services and technical cooperation in the field of human rights to further strengthen national human rights capacitiesand in this regard calls upon the High Commissioner to continue to give adequate attention to the programme; .
Invites relevant United Nations treaty bodies, special rapporteurs and special representatives, as well as working groups, to continue to include in their recommendations, whenever appropriate,proposals for specific projects to be realized under the programme of advisory services and technical cooperation in the field of human rights;
The programme of advisory services and technical cooperation in the field of human rights, which is managed by the Office of the United Nations High Commissioner for Human Rights, has been engaged since 1955 in assisting States, at their request, in the building and strengthening of national structures that have a direct impact on the overall observance of human rights and the maintenance of the rule of law.
Furthermore, the Commission, at its fifty-second session(resolution 1996/52), called upon the High Commissioner to develop projects, in cooperation with Governments, international organizations and the representative,specifically aimed at promoting the rights of internally displaced persons as part of the programme of advisory services and technical cooperation.
Invites relevant United Nations treaty bodies, special rapporteurs and representatives, as well as working groups, to include in their recommendations proposals for specific projects to be realized under the programme of advisory services and technical cooperation in the field of human rights with a view to contributing to practical change in the human rights situation at the grass-roots level;
As requested, information is provided on initiatives and activities undertaken within the United Nations Decade for Human Rights Education(1995-2004), the International Decade of the World's Indigenous People(1994-2003), the Third Decade to Combat Racism and Racial Discrimination(19932002) and the programme of advisory services and technical cooperation.
Requests the independent expert to report on the human rights situation in Somalia to the Commission at its fifty-fifth session,in particular on the basis of a detailed assessment of the means necessary to establish a programme of advisory services and technical cooperation through, inter alia, the contribution of agencies and programmes of the United Nations in the field, as well as of the non-governmental sector;
The Committee also encourages the Centre for Human Rights, through its programme of advisory services and technical cooperation, to make expert assistance available to States for the purpose of formulating policies on economic, social and cultural rights and developing the implementation of coherent and comprehensive plans of action for the promotion and protection of human rights, as well as for developing adequate means of evaluating and monitoring their realization.
Resolution 1996/55 on advisory services, technical cooperation and the Voluntary Fund for Technical Cooperation in the Field of Human Rights, in which the Commission invited the special rapporteurs to continue to include in their recommendations, whenever appropriate,proposals for specific projects to be realized under the programme of advisory services and technical cooperation in the field of human rights;
Encourages Governments, relevant United Nations treaty bodies, special rapporteurs and representatives, as well as working groups, to consult each other in order toelaborate proposals for specific projects to be realized under the programme of advisory services and technical cooperation in the field of human rights with a view to contributing to practicaland tangible change in the human rights situation;
To continue, in accordance with Part II, paragraph 16, of the Vienna Declaration and Programme of Action and in cooperation with the Board of Trustees of the Voluntary Fund, to ensure efficient management of the Voluntary Fund, strict and transparent projectmanagement rules and periodic evaluations of the programme and projects and to arrange for the holding of information meetings open to all Member States and organizations directly involved in the programme of advisory services and technical cooperation;
