Upon instructions from my Government and further to the letter dated 26 July 2004, addressed to you by H.E. Mr. Andreas D. Mavroyiannis, Ambassador,Permanent Representative of the Republic of Cyprus to the United Nations, I have the honour to draw your attention to new violations of the flight information region(FIR) of Nicosia and the national airspace of the Republic of Cyprus by military aircraft of the Turkish Air Force, recorded on 21, 26, 27, 28 and 29 July 2004 and on 2, 3, 4, 15, 18 and 19 August 2004, as follows.
The Republic of Cyprus signed the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction(Ottawa Convention) on 3 December 1997. On 20 December 2002, the House of Representatives of the Republic of Cyprus ratified the Convention and the instrument of ratification was deposited with the Secretary-General of the United Nations(UN) on 17 January 2003.
On November 22, 2001, the House of Representatives of the Republic of Cyprus enacted the Ratification Law of the U.N. Convention for the Suppression of the Financing of Terrorism.
With respect to Article 7 of the Convention and pursuant to the Republic of Cyprus the Extension of Jurisdiction of National Courts with respect to certain Terrorist Offences Law of 1979 which has been enacted by the House of Representatives of the Republic of Cyprus on the 18th January 1979, the national courtsof Cyprus can prosecute a person suspected to have committed an offence mentioned in Article 1 of this Convention.
Mr. STAVRINOS(Cyprus), referring to the statement made by the representative of Turkey, said that the Republic of Cyprus and its Government were recognized by the United Nations.
