In this Joint Action, the EU committed itself to combating any destabilizing accumulation and spread of small arms and light weapons, cooperating to reduce existing accumulations of these weapons down to levels consistent with the respective countries' legitimate security needs,and helping to solve the problems caused by such accumulations.
