Some Council members expressed grave concern at the recent increase of military activity by the Sudanese Revolutionary Front in Southern Kordofan and Northern Kordofan, and strongly condemned the rebels' attacks on civilians and civilian infrastructure.
Unfortunately, however, experience andconclusive evidence have made it clear that the Government of South Sudan did not sincerely intend to halt its support for the rebel movements affiliated with the so-called Sudanese Revolutionary Front, and that it chooses to implement certain agreements, but not others.
Some also urged the Council to consider targeted sanctions on Sudanese Revolutionary Front rebels, including those involved in the May 2013 assassination of the faction leader and other members of the Justice and Equality Movement JEM-Bashar.
It was also reported that on 26 April, an air strike on the village of Orschi resulted in the deaths of three civilians and the destruction of a water point, market and school. On 8 and 28 April,the Sudanese Armed Forces reportedly targeted elements of the Sudanese Revolutionary Front with air strikes on the villages of Kunjara, Tarne and Thabit.
In the meantime, on 11 November 2011,JEM joined the Sudanese Revolutionary Front(SRF), composed of the Sudan People's Liberation Movement-North, SLA-Abdul Wahid and SLA-Minni Minawi, which, inter alia, has pledged to overthrow the Government of the National Congress Party.
Further to my letter dated 10 June 2013(S/2013/342) regarding the continued support of the Government of South Sudan to the rebelsin Southern Kordofan and Blue Nile States and Darfur, the so-called Sudanese Revolutionary Front, I have the honour to enclose herewith the following documents, which contain detailed information about said support.
Rebels from the Sudanese Revolutionary Front attacked the villages of Abu Kershola, Jamjaka, El-Feed, Umm Abdullah in South Kordofan, and Umm Rowaba, Allah Kareem, El-Sameh and El-Rahd in North Kordofan, which resulted in civilian deaths, injuries, destruction of civilian properties and massive displacements of the civilian population.
This was primarily due to the resolveof the non-signatory movements, as stated in the manifesto of the Sudanese Revolutionary Front umbrella group, to pursue a change in the central government through military means.
The armed groups continued to press for a comprehensive, national process to address Sudan's challenges, rejecting the Doha Documentfor Peace in Darfur as a basis for talks, and continued to insist upon entering negotiations with the Government as the Sudanese Revolutionary front, formed in September 2011 with SPLM-North.
The positions of some members ofthe National Consensus Forces, a loose alliance of opposition parties that signed the New Dawn Charter with the Sudanese Revolutionary Front in January 2013, have changed, with some calling for a transitional government to precede the national dialogue and an independent body to oversee the process.
In addition, the withdrawal of Sudanese Revolutionary Front elements from their strongholds, in particular in Kutum, Mellit, Korma, Birkat, Tawilla and Thabit in North Darfur and around Menawashi and between Nyala and Graida in South Darfur, provided criminal groups and other unidentified armed elements the opportunity to expand control over those locations through continuous intimidation and attacks against the civilian population.
It is with great regret and grave concern that I inform you, and through you the other distinguished members of the Security Council, that a credible source has confirmed to the concerned authorities in the Sudan that the forces of the armed rebel movements from Darfur andthe Sudan People's Liberation Movement-North known as the Sudanese Revolutionary Front are preparing to launch an attack on an oil facility west of Kadugli Town, in the State of Southern Kordofan.
