He provided copy of the court judgment concerning Rashid Begzhanov, Mamadali Makhmudov, Mukhammad Begzhanov,given by the Tashkent Regional Court on 18 August 1999.
The Committee notes that both the Tashkent Regional Court and the Supreme Court ignored the allegations of torture made by the author's sons.
The sentence was confirmed on appeal by the appeal body of the Tashkent Regional Court on 19 February 2003.
On 7 August 2001, the Tashkent Regional Court found the author's son guilty of fraud, robbery, and murder and sentenced him to death.
At the time of submission of the communication, both alleged victims were on death row, after having been sentenced to capital punishment,on 23 December 2002, by the Tashkent Regional Court.
On 12 November 2001, the Appeal Chamber of the Tashkent Regional Court modified the sentence, excluding the confiscation of property part.
She submits the communication on behalf of her son, Dimitryi Chikunov, born in 1971 andexecuted on 10 July 2000 pursuant to a death sentence pronounced by the Tashkent Regional Court on 11 November 1999.
On 24 July 1999, the Tashkent Regional Court sentenced five out of eight co-defendants, including Uigun and Oibek Ruzmetov, to death.

She submits the communication on behalf of her son, Valery Agabekov, also an Uzbek national, born in 1975,who at the time of submission of the communication was sentenced to death by the Tashkent Regional Court.
However, the Committee noted that in this case,the burden of proof whether the confession was voluntary was on the accused, and both the Tashkent Regional Court and the Supreme Court ignored the allegations of torture made by the author's sons.
She notes that a letter of the Tashkent Regional Court was sent to her almost 10 months after the date of the alleged execution, but after the request for interim measures of protection had been addressed to the State party.
Having learned by accident on 12 June 1999 that the trial of her sons, along with that of six other co-defendants, was in process in Tashkent Regional Court, she was allowed into the court room on 12, 13 and 14 June 1999.
The author claims that in violation of article 6 of the Covenant, the Tashkent Regional Court imposed her son's death sentence arbitrarily, notwithstanding that the law provided a prison term as a possible alternative 15 to 20 years' imprisonment.
In its reply dated 6 April 2011, the Government informed the Working Group that Mr. Khudoynazarov was convicted by the Angren City Court on12 January 2006 and the conviction was upheld by the Appeals Chamber of the Tashkent Regional Court on 2 March 2006.
On 12 November 2001, the Tashkent Regional Court re-qualified the crimes in relation to the murders, but maintained the death sentences. On 23 April 2002, the Supreme Court quashed the sentences of death and commuted them to 20 years' imprisonment.
It recalls that the author's son's guilt was established and he was correctly sentenced to death on 7 August 2001, by the Tashkent Regional Court.On 26 December 2001, his conviction was confirmed by the appeal body of the Tashkent Regional Court.

On 18 September 2001, the Tashkent Regional Court found Agabekov and his co-accused guilty of committing a premeditated attack, acting in a group, and murdering the two individuals to take over their possessions, under aggravating circumstances, and of illegal acquisition and storage of heroin.
As to the State party's challenge of the identity of Salai Madaminov and Mukhammed Salikh,counsel recalled that the sentence of the Tashkent Regional Court of 18 August 1999 and the decision of the Supreme Court of 25 October 1999 on case No. 03- 1035k- 99 mention her client as"Madaminov Salai Moukhammed Salikh.
Although the special authorized government bodies are not named, in current practice the authority is divided between the Forestry Management Department within the Ministry of Agriculture and Water Management, the State Committee on Geology and Mineral Resources,the SCNP and the Tashkent Regional Mayor, along with the Cabinet of Ministers and local authorities.
The author asked for explanations and was informed, by letter of 22 January 2001,that when her son received a copy of the judgement of the Tashkent Regional Court of 26 December 2001, he was duly informed of his right to request a presidential pardon and of the right to be assisted by a lawyer when preparing this request.
The author is Mrs. Larisa Tarasova, an Uzbek national of Russian origin, who submits the communication on behalf of her son, Alexander Kornetov, also Uzbek of Russian origin born in 1977, currently imprisoned in Uzbekistan and who,at the time of submission of the communication awaited execution following a death sentence imposed on him by the Tashkent Regional Court on 7 August 2001.
The event was attended by lecturers from Tashkent's top universities and the Tashkent Regional Institute of Tashkent Regional Institute for the Retraining and Advanced Training of Teachers, by editorial staff of"Teaching Language and Literature" magazine and the heads of the Tatar, Bashkir, Jewish, German, and Korean ethnic cultural centres.
In order to celebrate the 80th birth anniversary of the First President of the Republic of Uzbekistan, outstanding statesman and political leader Islam Karimov and perpetuation of his bright memory, the youth department of the Tashkent regional council of UzLiDeP jointly with the Tashkent State Agrarian University organized a spiritual and educational event on the theme"Architect of Independence.
On 31 March 2003, the State party noted that on 23 December 2002, the Tashkent Regional Court found Mr. A. Isaev and Mr. N. Karimov guilty under articles 97 and 164 of the Uzbek Criminal Code and sentenced them to death penalty. On 19 February 2003, the appeal body of the Tashkent Regional Court confirmed the sentence.
By notes verbales of 22 February 2000, 20 February and 25 July 2001, and 17 December 2002, the State party was requested to submit to the Committee information on the admissibility and merits of the communication. On 19 December 2003, the State party submitted that Uigun and Oibek Ruzmetov had been tried andfound guilty by the Tashkent Regional Court on 29 June 1999 of a variety of crimes under the Criminal Code of Uzbekistan.
