The Meeting noted with regret that the majority of Parties had not submitted their reports by the deadline;Parties that had not yet submitted their national implementation reports were urged to do so by 20 September 2011.
The Committee also recommends that the MOP requests those Parties that failed to submit their national implementation reports to submit their reports to the secretariat, inter alia, for forwarding to the Committee, within three months of the date of the fifth session of the MOP.
It emphasized the important role of internal consultations by the Parties and, recalling decision I/8 on reporting requirements, noted that comments relating to experience of theParties with the application of article 3, paragraph 7, should be included in their national implementation reports.
It would include references to practices in the implementation of articles 7 and8 such as those reported by Parties in their national implementation reports, as well as good practices in the implementation of relevant EU directives.
Information provided by countries in their national implementation reports demonstrates that in some countries a comprehensive analysis of the national legislation, in particular implementing regulations and guidance materials, as well as institutional capacities of public authorities on all levels of government, was a prerequisite for ratification.
It called on Parties andcommitted countries to highlight good practices and guidelines, including the provision of weblinks, in their national implementation reports for the next reporting round, to help disseminate such good practices.
Encouraged those Parties andother interested States that planned to submit their national implementation reports in French or Russian to submit them also in English to facilitate the work on the preparation of the synthesis report, and took note of the offer by the European ECO Forum to assist with the translations of the national implementation reports; .
Calls on those Parties andcommitted countries that have not yet submitted their national implementation reports to do so without further delay, and invites other non-Parties to submit such reports on a voluntary basis;
To date, some 80 Member States andthe European Union have submitted their national implementation reports pursuant to resolution 1718(2006) and/or resolution 1874(2009), while as many as 112 Member States have not as yet provided a national report under either resolution.
The secretariat informed the Committee that 31 of the 44 Parties to the Convention had submitted their national implementation reports for the consideration of the fourth Meeting of the Parties; however, most of the reports had arrived after the 8 December 2010 deadline.
