The General Assembly, in its resolution 63/250,approved new contractual arrangements that would comprise three types of appointments(temporary, fixed-term and continuing) under one set of staff rules, effective 1 July 2009.
A proposal to simplify contractual arrangements by using only three types of appointments(short-term, fixed-term and continuing) was submitted by the Secretary-General to the General Assembly at its fifty-fifth session in his report on human resources management reform(A/55/253 and Corr.1, para. 47 and annex IV). III, and 57/305, sect. II, para. 58.
In its resolution 63/250,the General Assembly approved the streamlining of contractual arrangements to comprise three types of appointments(temporary, fixed-term and continuing) under one series of staff rules, with effect from 1 July 2009.
However, the guideline in subparagraph(d) would not be acceptable,as it is at variance with the ICSC framework which provides for three types of appointments, namely, temporary, fixed-term and continuing, and the Secretary-General is of the view that the appropriate type of contract should be determined by the duration of service, in accordance with the operational needs of the Organization.
The Secretary-General's proposals for improved, more equitable contractual arrangements that are more suited to the Organization's needs would simplify the Organization's current contractual arrangements to provide for three types of appointments: short-term(up to six months); fixed-term(up to a maximum of five years); and continuing open-ended, with separation benefits.
The Secretary-General maintains his basic proposal to simplify existing contractual arrangements through the use of only three types of appointments that would be used for all Secretariat functions, departments, duty stations and field missions.
With regard to contractual arrangements,he pointed out that in paragraph 47 of the report(A/55/253), the Secretary-General proposed three types of appointments for all functions: short-term appointments, fixed-term appointments, and continuing appointments. .
