Some of the partnerships launched during the World Summit on Sustainable Development include White Water to Blue Water(WW2BW), led by the United States of America and Water for Life, led by the European Union and several countries.
The White Water to Blue Water partnership initiative had established linkages and cross-sectoral approaches to watershed and marine ecosystem management.
The Global Programme of Action and National Oceanic and Atmospheric Administration node was a partnership established through White Water to Blue Water, which worked with Wider Caribbean countries to facilitate implementation of national programmes of action.
The White Water to Blue Water initiative now has institutional support in the form of a council and an executive committee, comprising representatives from regional Governments, civil society groups and United Nations agencies.
The Coordination Office will also continue to support and promote partnerships initiated by Governments and other partners,such as the"White Water to Blue Water" partnership for the wider Caribbean, the Global Hilltops-2-Oceans Partnership, and the European Union Water Initiative.
Within the framework of the White Water to Blue Water(WW2BW) partnership, UNEP brought together major donors operating in the wWider Caribbean rRegion(WCR) on land-based sources of marine pollution to promote greater coherence and co-operation in the implementation of the Global Programme of Action on Land-Based Sources of Marine Pollution.
The UNEP Global Programme of Action Coordination Office has launched or supported numerous partnerships, like those recommended at the World Summit on Sustainable Development, such as the Global Forum on Oceans, Coasts, and Islands;White Water to Blue Water(WW2BW); Hilltops to Oceans(H2O); and the FreshCo Partnership.
Several delegations expressed support for the pilot programme of the White Water to Blue Water Initiative in the Wider Caribbean Region, which was designed to promote cross-sectoral management of watersheds and marine ecosystems.
In that connection, UNEP and SPREP will work on a realistic and achievable work programme which will focus on regional seas, coastal degradation, land-based sources of pollution, integrated watershed and coastal-area management,waste management and promotion of the White Water to Blue Water Initiative, which is already being implemented in the Caribbean.
Two previously established partnerships were discussed in separate workshops:"White Water to Blue Water- A model for partnership building in the Wider Caribbean and beyond" and"Cooperative Environmental Governance: Pacific SIDS Partnership on Wastewater and Recycling Initiatives.
Assuming an" appropriate" level of resources, further activities would include promoting and supporting regional partnerships, including those established through GEF projects, programmes launched by the World Bank, regional development banks and other international financial institutions, the European Union Water Initiative and other partnerships,including the White Water to Blue Water partnership.

At the World Summit, a series of partnerships was established in which UNEP is now playing a major role, such as the European Union"Water for Life" initiatives with Africa and the Newly Independent States, the Congo Basin Forest Partnership, the Latin American and Caribbean Initiative for Sustainable Development, the Water for Asian Cities Initiative, the Initiative on Health andEnvironment, and the White Water to Blue Water Initiative.
Specific World Summit partnerships are the Global Network on Energy for Sustainable Development,the White Water to Blue Water Initiative, the Global Partnership for Cleaner Fuels and Vehicles for Cleaner Air, the Indoor Air Quality Initiative and the Children's Environmental Health Indicators Initiative.
Some actions taken by the Coordination Office in Nairobi include the development of a database that identifies existing actors and potential partners in the regional seas programmes, in order to share best practices in the field of conservation and management of the marine and coastal environment among the various programmes;the forging of new partnerships(e.g. the White Water to Blue Water partnership in the Caribbean); and the establishment of a new Web-based information centre.
UNEP actively participates on the steering committee for White Water to Blue Water, a partnership led by the Caribbean Community, the Comision Centroamericana de Ambiente y Desarrollo( Central American Commission on Environment and Development), the Economic Commission for Latin America and the Caribbean, UNEP and the United States of America with the aim of promoting the practice of integrated watershed and marine ecosystem-based management in support of sustainable development in the wider Caribbean region.
