Finally, we consider that the Conference on Disarmament is a competent forum to develop practical measures which include consideration of the aspects related to the"excessive anddestabilizing accumulation" of armaments, the transfer of high technology with military applications, and the identification of possible areas for harmonization between monitoring mechanisms and confidence-building measures in the sphere of armaments.
The Conference on Disarmament pointed out that, following the establishment by the Secretary-General of the United Nations of the Register of Transfers of Conventional Weapons, the Conference continued to address the issue of transparency in armaments with a view to elaborating universal and non-discriminatory practical means to increase openness and transparency related to excessive and destabilizing accumulation of arms, military holdings,procurement through national production and transfer of high technology with military application and weapons of mass destruction.
At its annual substantive session held in 1993, the Disarmament Commission while considering, inter alia, the role of science and technology in the context of international security,disarmament and the transfer of high technology with military applications, it has recommended that every effort should be made to apply scientific and technological resources, currently dedicated to military ends, to related activities in other fields, such as economic and social development, conversion, the protection of the environment and other peaceful purposes.
My delegation has no objection to the creation of that ad hoc committee, on TIA, provided that the mandate should be clear, that there should be full transparency encompassing stockpiles,national production, transfer of high technology with military applications and all weapons of mass destruction.
