Following a proposal by the World Association for Waterborne Transport Infrastructure(PIANC), CCNR has designed an Internet platform providing definitions relating to river information services www. risdefinitions. org/.
Following the decision taken at its forty-third session to consider revising Resolution No. 57 in 2014- 2015, the Working Party discussed the proposal by the Russian Federation to include in Resolution No. 57 a newannex"RIS related terminology and definitions", based on the relevant document of the World Association for Waterborne Transport Infrastructure PIANC.
CCNR also maintained and strengthened its cooperation with ICPR,the World Association for Waterborne Transport Infrastructure(PIANC) and the PLATINA platform, and also with Luxembourg, which was granted observer State status.
At its thirty-ninth session, SC.3/WP.3 approved the proposal to review Resolution No. 57,"Guidelines and Recommendations for River Information Services"(TRANS/SC.3/165)in the light of the new revised RIS Guidelines of the World Association for Waterborne Transport Infrastructure(PIANC) ECE/TRANS/SC.3/WP.3/78, paras. 33- 34.
At its thirty-ninth session, SC.3/WP.3 took note of the revision of the RIS Guidelines of the World Association for Waterborne Transport Infrastructure(PIANC), which had served as a basis for Resolution No. 57,"Guidelines and Recommendations for River Information Services" TRANS/SC.3/165.
It would also not be justifiable to require all intermodal loading units to have the construction strength of a stackable ISO container.'Weak containers' and'weak swap bodies' would remain in the market because they are less expensive to construct andsuitable for a number of purposes e.g. where waterborne transport is not a viable option.
At its forty-fifth session, SC.3/WP.3 asked the secretariat to contact the World Association for Waterborne Transport Infrastructure(PIANC) about the possibility of using the RIS related definitions(Informal document SC.3/WP.3 No. 17(2013)) by SC.3 and SC.3/WP.3 as well as about the ongoing work on RIS standards.
The Working Party was informed by the secretariat that the Czech Republic agreed with the Russian Federation's proposal on the addition, in Resolution No. 57,of a new annex"RIS related terminology and definitions", based on the document of the World Association for Waterborne Transport Infrastructure(PIANC), presented in Informal document SC.3/WP.3 No. 17 2013.
The most positive change in the new policy is that projects in public transport, rail,inter-modal and waterborne transport are accepted for financing by the EIB with lower rates of return relative to projects in the roads and aviation; this positive discrimination approach could indeed help to encourage sustainable investments.
Following the decision to consider the revision of Resolution No. 57 in 2014- 2015(ECE/TRANS/SC.3/WP.3/86, para. 43), the Working Party may wish to discuss the proposal by the Russian Federation to include in Resolution No. 57 a new annex"RIS related terminology and definitions",based on the relevant document of the World Association for Waterborne Transport Infrastructure PIANC.
In that respect, the United States study,the work undertaken by the Environmental Working Group of the World Association for Waterborne Transport Infrastructure and the insight gained through the study on climate change risks of the six pilot countries currently underway at the World Bank should be further expanded and their results widely disseminated;
Technical assistance was provided to 15 institutions to promote regional integration and cooperation in the fields of energy, transport, infrastructure, water and mining, and to another 20 institutions to reduce impediments to the movement of people and goods and lower transport costs, which was in line with the targets, thereby improving the capacities of countries to share knowledge, experiences and information on energy,land and waterborne transport and infrastructure to strengthen regional integration.
It is recalled that the RIS Guidelines elaborated in 2004 by the World Association for Waterborne Transport Infrastructure(PIANC) constitute the basis for the Working Party on Inland Water Transport(SC.3) Resolution No. 57,"Guidelines and Recommendations for River Information Services"(TRANS/SC.3/165) as well as for relevant EU and River Commissions' instruments.
Considering that much of the country is connected byboth large rivers and the shallower seasonal waterways, and that waterborne transport options are not available on the local market, I have also directed the Department of Peacekeeping Operations and the Department of Field Support to undertake an assessment to see whether mobility of the Mission can be enhanced by deploying assets to navigate the river system of South Sudan.
The Guidelines and Recommendations for River Information Services(RIS Guidelines 2011)of the World Association for Waterborne Transport Infrastructure(PIANC), the European Union and CCNR define Inland AIS as important technology and constitute a basis for pan-European Guidelines and Recommendations, adopted by the United Nations Economic Commission for Europe(UNECE) in October 2004 as Resolution No. 57, and revised in 2012.
Country capacities to enhance the effectiveness of regulatory frameworks in the energy, water,mining and land and waterborne transport sectors were enhanced by the increase from 10 to 20 in the number of institutions that received technical cooperation services and analytical inputs, which further developed their regulatory frameworks in the relevant fields with due regard for social and gender equity.
The second subgroup could be overcome by standardizing an optimal intermodal loading unit suitable for transport in all land and waterborne modes.

The clear trend is towards a consolidated share of the market for IWT throughout the main networks in sections A and B of Chapter III. The smaller, less integrated networks, presented in sections C-F of Chapter III, offer infrastructure of adequate quality which may be expected to serve a greater role, wherever there is essential demand for economical transport of large volumes of bulk goods or liquids, orwhere conditions justify a waterborne leg in combined transport operations.
The construction- initially step-by-step- and further expansion of freight villages was and is a major step towards improving cooperation between the road,rail and waterborne modes of transport, reducing noise and exhaust emissions and enhancing transport safety.
