At the regional level, the Western and Central Pacific Ocean Fisheries Commission meeting of 2008 adopted measures that included a cut of 10 per cent in long-line fishing in 2009; periods of closure of the high seas and exclusive economic zones to fishing using Fish Aggregating Devices; and future 100 per cent coverage of purse seine fishing vessels with observers.
Within our region,we are pleased to note the recent progress of the Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean.
Newly established regional fisheries management organizations such asthe Commission for the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean, the South-East Atlantic Fisheries Commissionand the South-West Indian Ocean Fisheries Commission have included in their respective conventions the principles of an ecosystem-based fisheries management, including the obligation to ensure that fishery practices and management measures take due account of the need to minimize harmful impacts on living marine resources as a whole.
In Australia's region, we welcome the entry into force of the Honolulu Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean.
Last July, China completed domestic legal procedures for the ratification of the Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean, and preparations for becoming party to the Convention are well under way.
WCPFC referred to the closure of two high seas pockets in the area covered by its Convention Convention for the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean.

Within a regional context, several accomplishments were mentioned from among activities being carried out in the Pacific region,such as the recent adoption of the Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean, which provided a comprehensive regime for the management of the region's highly migratory fish stocksand was based on the model of the 1995 Fish Stocks Agreement.
In addition, many of the members of WCPFC were also parties to the Agreement,which had facilitated the implementation of the Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean.
In terms of regional implementation of the Convention and the Agreement,we are delighted to inform the Assembly that the Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean entered into force on 19 June this year.
WCPFC reported that in 2008, developing States members of the Commission had started to draw increasingly upon the Assistance Fund under Part VII of the 1995 Fish Stocks Agreement in order tosupport meeting attendance and research on turtle by-catch mitigation in the western and central Pacific Ocean.
Also welcomes the inaugural meeting in Pohnpei, Federated States of Micronesia, on 9 and 10 December 2004 of the Western and Central Pacific Fisheries Commission, and further encourages relevant States to become parties to the Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean and, in the interim, to apply that Conventionand the measures adopted thereunder to vessels entitled to fly their flags;
We will hold violators accountable through internationally agreed mechanisms to prevent, deter and eliminate illegal, unreported and unregulated fishing in our waters and the Western and Central Pacific Ocean region.
