This document sets out the implications of the work plan on UNECE reform(E/ECE/1434/Rev.1) for the Committee on Trade.

At its sixty-first session,the Commission decided that UNECE should implement the adopted measures outlined in the Work Plan on UNECE Reform.

Under sub-item(a) it is proposed that the Commission adopt the Terms of Reference andRules of Procedure for the Executive Committee as called for in the Work Plan on UNECE Reform adopted by member States on 2 December 2005.

The chairman of the Intergovernmental Open-ended Negotiation Committee recommends the Work Plan on UNECE Reform to the Commission for adoption at its Ad Hoc Informal Meeting on 2 December 2005.
Additionally, the Work Plan on UNECE reform has established a UNECE Executive Committee with the responsibility for implementation of the overall guidance set by the Commission.
The UNECE member States represented in the Intergovernmental Open-ended Negotiation Committee met regularly from 20 September 2005.On 22 November they successfully concluded their work by agreeing on a Work Plan on UNECE reform.
The Committee discussed the provisions of the Work Plan on UNECE Reform and the related decisions of the sixty-first session of the Commission, and agreed to.
The chairman considers that if the timetable proposed above is met, the Commission will be able to formally adopt the revised Rules of Procedure of the Commission and the terms of reference andrules of procedure of the Executive Committee at its session of 27 March 20061 as foreseen in the Work Plan on UNECE Reform.
As provided for in the Work Plan on UNECE Reform(E/ECE/1434/Rev.1), the Commission is chaired by the representative of the country elected by the Commission for the period of the biennium.

The Work Plan on UNECE Reform, inter alia, invited the ITC to submit proposals to the Executive Committee on ways and means to strengthen Euro-Asian transport links E/ECE/1434/Rev.1.
In the ensuing discussion, particular attention was given to the implications of the Work Plan on UNECE Reform as they related to the Committee, including how to integrate real estate activities into the subprogramme on Housing, Land Management and Population.
The Work Plan on UNECE Reform states that the UNECE facilitates greater economic integration and cooperation among its fifty-five member States and promotes sustainable development and economic prosperity through its various activities.
The Commission, in formal segment, adopted the Work Plan on UNECE reform, as contained in document E/ECE/1434, revised to incorporate the changes agreed to on 22 November 2005.
The Committee recalled the Work Plan on UNECE Reform(E/ECE/1434/Rev.1), which recommended that"the activities of this subprogramme shall be built inter alia on the results of the work carried out by other relevant organizations and institutions operating in the field, including UN United Nations agencies, with which synergies should be improved"(E/ECE/1434/Rev.1, paragraph para. 48), and welcomed the international organizations participating in its first session.
The secretariat informed the Committee about the provisions of the Work Plan on UNECE Reform(E/ECE/1434/Rev.1) and decisions adopted thereafter by the Commission at its sixty-first session which have a bearing on the work of the Committee ECE/HBP/2006/1.
Noted that the Work Plan on UNECE Reform called on the Committee on Sustainable Energy to strengthen activities, inter alia, in the fields energy security and diversification of energy sources;
At its December 2005 session,through the adoption of the Work Plan on UNECE Reform, the Economic Commission for Europe established a new subprogramme on Economic Cooperation and Integration, which will be implemented by the Committee on Economic Cooperation and Integration E/ECE/1434/Rev.1, paragraphs 45- 51.
The implementation of the Work Plan on UNECE reform(E/ECE/1434/Rev.1), notably the integration of real estate activities into the Programme of Work of the Working Party(see item 6), and the change of the name of the Committee on Housing and Land Management, which now better reflects all its pillars of work, .
As reflected in the Work Plan on UNECE reform, relevant Committees, including the Timber Committee, were mandated to foster intersectoral activities and strengthen the links with other UNECE Sectoral Committees.
As encouraged by the work plan on UNECE reform, the Timber Committee is increasingly developing its cooperation with the Ministerial Conference on the Protection of Forests in Europe(MCPFE) which has become well-established.
As reflected in the Work Plan on UNECE reform, relevant Committees, including the Committee on Sustainable Energy, were mandated to foster intersectoral activities and to strengthen their links with other UNECE Sectoral Committees.
