The DECs Central Election Commission.
Fairness of these information raises doubts as soon as it isbased on data indicated in applications with nominations to DECs.
In DECs№ 160, 163(Sumy oblast) there are no signs as well.
The experience of previous Presidentialelections has shown that the large membership of DECs and PECs destabilizes the voting process and preparation to it.
At the DECs meetings of the district 135(Odessa oblast) were heard public statements that from the 18 commission members 16 were representing the Party of Regions.

The DECs of the electoral districts 163 and 164 in Ternopil oblast registered observers with deadlines violations it took more than 2 weeks from the date of submission to registration.
The document effectively bans“UDAR”, which is for now an extra-parliamentary party andwhich does not have its members present in all DECs, from transporting election reports.
The resolution also defines aprocedure of involving such persons to PECs and DECs activities and documents related to the involvement(contracts, certificates on provided services, etc.);
That is, in case the DEC rejects the protocol, PEC representatives who have brought it should go back to their polling station, remove the mistakes traced,adopt the‘specified' protocol and bring it to the DECs for verification and acceptance.
However, as it was noted by one member of the DEC of the district 156, the DECs resolution on the formation of PECs within the electoral district was dated September 26, 2012, that is- backdated.
As it became a surprise that the“UDAR” Party is leading in practically all regions of Ukraine andthus should get the right to transport election reports from PECs to DECs, the government saw a need to remove us from the process.
In district election commissions(hereinafter- DECs) this share is 22%(it could be higher but some DECs did not register complaints if they had shortcomings), and in courts- 14%.
As candidates for deputies in single mandate districts are entitled to make nominations to PECs,depriving them of the right to nominate a member to DECs, which set up the results of the voting in single mandate electoral districts, does not seem quite logical.
Additionally, according to the Election LAW, DECs do not have the right to correct protocols, which have already been revised if it can change voting results in the district,” commented Myklaylo Prystaya.
During the monitoring over the compliance with electoral law on election day, during the vote count, and acceptance of electoral documentations at the DECs from PSCs on July, 21, 2019, observers of the Civil Network OPORA recorded 759 cases at the PSCs and 123 cases of violations at the DECs(as of 9:00 a.m.).
It is necessary to apply to DECs the recommendation of the Code of Good Practice in Electoral Matters for the Central Election Commission and to include at least one judge to their composition.
OPORA has also determined that more than athird part of members in newly formed DECs(38% or 1,356 persons) are experienced and were members of district election commissions in 2019 presidential election.
There are reasonable doubts that such DECs will manage to organise properly the electoral process in the respective districts, as well as tabulation of presidential election results within these districts.
It seems surprising that after experts criticized a single draw for all the DECs Central Election Commission for unknown reasons decided to apply the same practice to form the precinct election commissions.
Making constant changes of the DECs somehow weakened the role of DECs in proper organization of the electoral process, reduced the effectiveness of training conducted by the CEC with the financial support of international donors.
Some candidates had irresponsible attitude towards nomination of candidates to DECs. As a result, persons who do not want or can not work in DEC due to objective reasons, have been included to the commissions.
Considering the fact that some DECs are not provided with proper premises for work, simultaneous presence of all DEC members, proxies, official observers and mass media representatives may complicate organisation of their work.
At the same time,147 of 290 current members of DECs representing"Zastup","Yedyna Rodyna" and Ukraine of the Future, were deployed to commissions by Volodymyr Zelenskyi in the last national election.
According to the resolution DECs can involve 10-12 specialists, experts and technical staff(depending on the number of polling stations in the district) to organisational, legal, information and other support for their activities and PEC- no more than one person.
