Freedom to provide services in the EU.

This Directive should ensure freedom to provide services in the Community, accordingly the Community should be entitled to negotiate, with those third countries where some of the recognised organisations are located, in order to ensure equal treatment for the recognised organisations located in the Community.
Any undertaking that intends to carry on business for the first time in one ormore Member States under the freedom to provide services shall first inform the competent authorities of the home Member State, indicating the nature of the risks it proposes to cover.'.
This Directive establishes measures to be followed by the Member States in their relationship with organisations entrusted with the inspection, survey and certification of ships for compliance with the international conventions on safety at sea and prevention of marine pollution,while furthering the objective of freedom to provide services.
The branches of credit institutions authorised inthird countries should not enjoy the freedom to provide services under the second paragraph of Article 49 of the Treaty or the freedom of establishment in Member States other than those in which they are established.
