First of all, colleagues from Kyrgyzstan were interested in the principle of services transition to public funding,which was developed within the Global Fund grant.
Under the Phase I of the Global Fund grant, a draft plan for TB/HIV M&E was developed in 2013 and was positively estimated by WHO experts.
Thus in 2013, about 12%(960 treatment regimens) of all MDR-TB patients in Ukrainewere provided with a full course of treatment under the Global Fund grant.
At the end of Phase 1 of the Global Fund grant(2012), the system of electronic register of TB-patients(e-TB Manager) was not introduced all over Ukraine.
HR operational research planned within the framework of the phase I of the Global Fund grant was rescheduled for the phase II(2014, responsible- WHO).
Under the Global Fund grant, the mechanical ventilation system with negative pressure was installed in 2013 in the laboratory of level III in Kharkiv region.
These include the oversight function, involvement of all stakeholders,and ensuring consistency of response of the National Programs on TB and HIV/AIDS and the Global Fund grants.
Under the Global Fund grant, medical and economic reasoning of structural changes within the TB facilities network in the city of Kyiv was carried out in 2012.
In this role UNDP has worked with the Global Fund to support a number of countries to improve management,implementation and oversight of Global Fund grants.
Within the framework of the Global Fund grant, in 2011 the project was launched on social support to TB patients with a risk of treatment interruption(10% of general number of TB patients of category 1-3).
In addition, in exceptional circumstances or special emergencies, governments and national counterparts have requestedUNDP to act as a Principal Recipient to manage Global Fund grants.
Within the implementation of Round 9 of the Global Fund grant to Fight AIDS, Tuberculosis and Malaria by the component“TB” since 2012 Ukraine has been procuring second-line drugs by full regimens for a part of MDR-TB patients.
The percentage of TB patients among detainees and prisoners who did not interrupt treatment was 62%(target- 70%),despite the social support of this cohort within the implementation of the project at the expense of the Global Fund grant. .
Under the Global Fund grant, during 2011-2013, over 215 laboratory specialists, doctors and nursing staff of the penitentiary service were trained, who are involved in diagnosis and treatment of patients with sensitive and chemoresistant tuberculosis.
An important role in the improvement of the bacteriological diagnosis was played by a fast implementation ofdiagnostic methods within the program“Stop TB in Ukraine” under the Global Fund grant and the Charity Foundation“Development of Ukraine” in 2011-2013.
Under the Phase I of the Global Fund grant, the trainings were held which were devoted to“Formation of Positive Attitude in Patients to TB treatment and Reducing Stigma of TB Patients through Methods of Effective Communication and Consultancy”(339 healthcare professionals and social workers who are engaged in treatment of HIV-positive patients were trained).
The GF grant covered with social support only 10% of patients of category 1-3 who were at risk of treatment interruption andof MDR-TB patients who received treatment under the Global Fund grant(about 12% of MDR-TB patients registered in 2013).
On October 18-19,100% Life conducted a multi-country training“Strengthening the capacity of communities to participate in the Global Fund grant cycle and CCM work” for community representatives from Armenia, Kazakhstan, Uzbekistan and Ukraine with the support of the Global Network of People Living with HIV( GNP+).
It is expected that adoption of this law will promote theproper legal settlement of the issues of realization of Global Fund programs in Ukraine, will allow our country to get an additional source of funding for HIV prevention, treatment care and support for HIV-infected and AIDS patients in the amount of$ 300 million, and further other Global Fund grants and to achieve improvements in combating the epidemic of AIDS and tuberculosis in Ukraine.
Within the framework of Global Fund grant, active TB identification among risk groups, social support and persuading persons inclined to interrupt treatment to proceed with it(in particular, former prisoners as well) are carried out by the grant sub-recipients, such as All-Ukrainian Charity Foundation“Coalition of HIV-Service NGOs”, International Charitable Foundation“International HIV/AIDS Alliance in Ukraine”, Ukrainian Red Cross Society and other regional non-governmental organizations.
Since March 2012 to April 2014, the Charity Foundation“Development of Ukraine” was financing their operation in all regions of Ukraine(from 2012 toOctober 2013- from the budget of Global Fund grant, from October 2013 to April 2014- from the budget of“Awareness Campaign” project launched by the Charity Foundation“Development of Ukraine”).
