SMM observed the Stavky administrative boundary line(110 km south-east of Kherson).
The SMM continued to monitor the situation south-east of Kherson following reports of hazardous air pollution.

On 28 August, the SMM saw three stationary military trucks(Zil, Kamaz and Kraz)some 500m west of a checkpoint located at the entrance to the Chonhar Peninsula(162km south-east of Kherson).
At the Kalanchak, Chaplynka and Chonhar crossing points(67km,72km and 167km south-east of Kherson respectively) and in adjacent areas, the SMM observed a calm situation.
On 5 January the SMM in Kherson met with the First Deputy Head of the Black Sea and Azov Regional Administration of the Border Guard Service of Ukraine whostated that the Chongar crossing point(180 km south-east of Kherson) was open.
The SMM continued tofollow up on reports of hazardous air pollution south-east of Kherson that had reportedly originated from a nearby chemical plant.
The SMM visited Strelkove(238km South-East of Kherson) on the Arabat Spit and met with representatives of the Ukrainian army, who said that they had observed military activities on the Crimean side, such as shot light flares and the presence of snipers.
The SMM saw a motorcade of seven civilianvehicles filled with people from the village of Chonhar(161km south-east of Kherson) joining the assembly.
The senior officer at the Chaplynka crossing point(90km south-east of Kherson) said the situation had been quiet in the past day and the flow of passengers and vehicles across the line had been low.
According to SMM interlocutors, on 14 January three buses left Kherson towards Crimea,whereas no buses left from the Henichesk(207km south-east of Kherson) bus station to the peninsula.
At the site of the damagedpower supply pylons near the village of Chaplynka(80km south-east of Kherson), the SMM met two blockade activists who introduced themselves as former members of Aidar volunteer battalion.
The SMM continued to monitor the situation at the three crossing points at the administrative boundary line to Crimea- Kalanchak, Chaplynka, and Chonhar(95,90 and 162km south-east of Kherson, respectively)- which was relatively calm and stable.
The SMM visited the administrative boundary line in Chonhar(220km south-east of Kherson) and observed about 100 people queuing in front of the Ukrainian Border Guard containers and about 100 private vehicles with Ukrainian registration plates and 25 trucks queuing in front of the crossing point.

The SMM monitored the crossing points of Kalanchak and Chaplynka(117 and120km south-east of Kherson) on the administrative boundary line(ABL) where it observed 20 trucks, 10 private vehicles and some 50 pedestrians queuing to cross to Crimea at the former and only nine trucks at the latter.

At the Kalanchak crossing point(96km south-east of Kherson) the SMM observed a dispute between a man- known to the SMM as an Asker member- and customs and border guard officers, who told the SMM they had been irritated by the Asker member's attempts to interfere with their work by being present at the passport control and customs checking area.
On 25 December,the SMM attended a“popular assembly” in the town of Kalanchak(67km south-east of Kherson) organized by the local branch of the Ukrainian Union of Afghan War Veterans.
The meeting focused on criticism of what was described as“the arbitrary actions and offences”, which- according to the veterans, many of them local entrepreneurs- had recently been committed by some Crimea blockade activists andAidar battalion members stationed in the village of Chervonyi Chaban(90km south-east of Kherson), near the administrative boundary line between Kherson and Crimea.
On 17 September, positioned about 50m away from a border guard checkpoint near adam about 6km west of government-controlled Ataman(161km south-east of Kherson), an SMM patrol saw three dogs come out of the border guard position and they showed aggressive behaviour which prevented the patrol from walking towards the checkpoint.
The SMM continued to monitor the situation at the three crossing points to Crimea- Kalanchak, Chaplynka, and Chonhar(95,90 and 162km south-east of Kherson, respectively)- which was relatively calm and stable.
In Kherson, the SMM met customs officials, who stated that in the coming days customs would relocate its administrativeboundary line checkpoint in Stavky/ Kalanchak(91km south-east of Kherson) 200 metres to the southeast, as the road there was wider and provide for a better work environment for customs control/ examination.
The SMM observed at least six persons shooting at targets at a makeshift shootingrange 4km south-west of the village of Ataman(160km south-east of Kherson) and heard single shots of small arms fire from a position 1.5km away.
