The European Union is, globally, the biggest and the most profitable banana market.
In order to monitor how the banana market functions, it is necessary for the Commission to receive information on the production and marketing of bananas produced in the Union.
In addition, it turned out that this bacteria has the potential of destroying the entire banana market.
These agreements are aimed at opening up the banana market by strengthening the dominant position of the large US multinationals, which already control more than 80% of the world market. .
In the first four months of this year, the Canaries alone lost about 20% of their share of the banana market.
It may seem odd that the world banana market would hitch its fortunes to a single variety, but mass producing just one kind is a way to keep costs down, which also helps make bananas so widely available.
This impact assessment must tell us whether this aid is sufficient to counterbalance the new international situation in the banana market.
The reform of the banana market and the reform of the sugar market are basically expressions of the same inexorable shift towards a large global market, which, unfortunately, is crushing the weakest and most fragile.
The rapid spread of fungus has already ruined banana plantations across the Southeast Asia and is now spreading across the Middle East and Africa,which threatens the global banana market.
These will in turn bring improvements to the banana market and to our European producers, which are impossible without a sound basis such as that provided by finalising these disputes within the WTO, to which the European Union belongs.
The Commission has developed statistical tools to enable the monitoring andassessment of the trends in imports of bananas and of the situation of the Union banana market.
Pursuant to Article 15(3)of the Regulation the Commission examined the impact on the EU banana market, taking into account, inter alia, the effect on the price level, the development of imports from other sources and the overall stability of the Union market. .
In other words, the commercial consequences of these agreements will be deeply felt in a context in which the lion's share of the European banana market is already held by multinationals based in Latin America.
The objective is to achieve a more predictable andmore stable world banana market with a view to more investment and growth in the sector and putting an end to a decades-old conflict based on complaints against the EU when it introduced changes to customs duties applicable to bananas in 2006.
In an introductory section entitled‘Description of the industry concerned',the applicants set out observations relating to the characteristics of the European banana market in general and of that of southern Europe in particular.
I voted in favour of the recommendation relating to the agreements on the banana trade, because I believe that the signing of these agreements will put an end to the disputes within the WTO andcontribute to the stability of the world banana market.
I hope therefore that these agreements will be adopted,because I believe they form an essential basis for making the instruments linked to the delicate balance of the banana market work and can guarantee clear practices that will benefit other interests also, such as consumer protection, which is linked to transparency in the agri-food chain.
We must, however, take particular care to ensure that the agreement does not harm small producers by strengthening the monopoly position of the large US multinationals,which control the banana market in the countries of Latin America.
I voted in favour of the report on the customs duties applicable to bananas, which aims to apply the new duties provided for in the Geneva Agreement, the signing of which should contribute to the stability andpredictability of the world banana market.
In the second place, the applicants claim that the limited combined market shares and the very limited geographical scope of the infringement, which covered only three Member States,representing only 15% of the overall banana market during the relevant period, should also be taken into account when setting the basic amount of the fine.
I therefore think that the Council and Commission should address that situation by carrying out long-term economic impact assessments andproviding financial support for those areas, to ensure that European producers remain competitive as the banana market is gradually liberalised.
I would also like to point out that these agreements will bring peace on this thorny subject, and that they will also facilitate the Doha process andbring about the conditions necessary for establishing a stable European banana market, one which will be predictable over the coming years.
The only additional document which, according to the Commission, confirms‘[Mr P1]'s strategy related remarks' is an internal Chiquita memorandum drafted by Mr C2 after the end of the licensing regime,which contains an analysis of the banana market after the end of that regime.
