The restructuring and conversion of vineyards has been a cornerstone of the COM in wine since the reform in 1999.

Support for restructuring and conversion of vineyards may only cover one or more of the following activities.

Article 11 of Regulation(EC) No 479/2008 provides for a support measure for restructuring and conversion of vineyards.
Annual report on the control on the spot carried out over Restructuring and conversion of vineyards according to Article 11 of Regulation(EC) No 479/2008.
This is the case, in particular, for the longer-standing measures that account formost of the spending, grubbing-up and the restructuring and conversion of vineyards.
Restructuring and conversion of vineyards shall be supported in accordance with this Article only if Member States submit the inventory of their production potential in accordance with Article 109.
The Community contribution to the actual costs of the restructuring and conversion of vineyards shall not exceed 50%.
Restructuring and conversion of vineyards, by-product distillation, potable alcohol distillation, crisis distillation and aid for the use of concentrated grape must.
Article 103q(1) Regulation(EC) No 1234/2007:‘The objective of measures relating to the restructuring and conversion of vineyards shall be to increase the competitiveness of wine producers'.
Restructuring and conversion of vineyards shall be supported in accordance with this Article only if Member States submit the inventory of their production potential in accordance with Article 109.
In particular, the second subparagraph of Article 11(3)of that Regulation provides that the support for the restructuring and conversion of vineyards shall not cover the normal renewal of vineyards which have come to the end of their natural life.
Support for the restructuring and conversion of vineyards, which could also contribute to improving sustainable production systems and the environmental footprint of the wine sector, may only cover one or more of the following activities.

Restructuring and conversion of vineyards measure: Support for restructuring and conversion of vineyards may only cover one or more of the following activities:(a) varietal conversion, including by means of grafting-on;(b) relocation of vineyards;(c) improvements to vineyard management techniques.

Requests for advance payments on the measure for restructuring and conversion of vineyards shall be filed after the 10th day from the date of conclusion of the contract and not later than 31 July of the financial year.
The Union financial assistance for restructuring and conversion of vineyards referred to in point(a) of Article 52(1) shall not exceed 50% of the actual costs of restructuring and conversion of vineyards or 75% of the actual costs of restructuring and conversion of vineyards in less developed regions.
To create a more uniform basis for payments of the support of restructuring and conversion of vineyards, the green harvesting and the grubbing-up premium, it is appropriate to define, on Community level, rules on the measurement of areas, namely to determine what corresponds to the area planted with vines.
Member States, which provide for the measure‘restructuring and conversion of vineyards' in their support programmes in accordance with Article 11, shall, on the basis of the vineyard register referred to in Article 108, submit to the Commission, by 1 March each year and for the first time by 1 March 2009, an updated inventory of their production potential.
For the purpose of the restructuring and conversion of vineyards, the green harvesting and the grubbing-up measures referred to in Articles 11, 12 and 98 of Regulation(EC) No 479/2008, an area planted with vines is defined by the external perimeterof the vine stocks with the addition of a buffer whose width corresponds to half of the distance between the rows.
Article 103q of Regulation(EC)No 1234/2007 establishes that support for the restructuring and conversion of vineyards may only take the forms of compensation to producers for the loss of revenue due to the implementation of the measure and/or of a contribution to the actual costs of restructuring and conversion of vineyards which may not exceed 50% or 75% in the convergence regions.
