Areas in which the Government of the Republic of Cyprus does not exercise effective control.
We are dealing with territories which are part of the EU, but the application of the acquis[is]suspended in those areas of the Republic of Cyprus in which the Government of the Republic of Cyprus does not exercise effective control.
References in this Regulation to areas in which the Government of the Republic of Cyprus does not exercise effective control are to areas within the Republic of Cyprus only.

There is no dispute between the parties that the suspension of the application of the acquis communautaire in those areas of the Republic of Cyprus in which the Government of the Republic of Cyprus does not exercise effective control, provided for in Article 1(1) of the Protocol, restricts the territorial scope of Regulation No 44/2001.
