The labelling rules laid out in this Directive aims at providing a high level of protection of health, aligning EU legislation on food with international standards and facilitating the free movement of these products by food business operators.
They shall not compromise the clinical condition or the safety of patients, or the safety and health of users or, where applicable, other persons, provided that any risks which may be associated with their use constitute acceptable risks when weighed against the benefits to the patient andare compatible with a high level of protection of health and safety.

There is a need for a broad-based, legislative framework of a horizontal nature to deal with such products, to cover lacunae, in particular pending revision of existing specific legislation, and to complement provisions in existing or future specific legislation,in particular with a view to ensuring a high level of protection of health, safety, the environment and consumers, as required by Article 95 of the Treaty.
On Page 3 of the directive the first recital originating on the page reads as Whereas the essential requirements and other requirements set out in the Annexes to this Directive, including any reference to‘minimizing' or‘reducing' risk must be interpreted and applied in such a way as to take account of technology and practice existing at the time of design and of technical andeconomical considerations compatible with a high level of protection of health and safety;
They shall be safe and effective and shall not compromise the clinical condition or the safety of patients, or the safety and health of users or, where applicable, other persons, provided that any risks which may be associated with their use constitute acceptable risks when weighed against the benefits to the patient andare compatible with a high level of protection of health and safety, taking into account the generally acknowledged state of the art”.
On the basis of the Commission's findings set out in its report of 27 August 2010[16], which took into account the opinion of the Scientific Committee on Emerging and Newly Identified Health Risks(SCENIHR) of 15 April 2010,the proposal contains strict rules on the reprocessing of single-use devices in order to ensure a high level of protection of health and safety whilst allowing this practice to further develop under clear conditions.
Whereas regulatory cooperation in trade agreements has to secure the highest level of protection of health and safety in line with the precautionary principle laid down in Article 191 TFEU;
Provision of a high level of protection of human health and the environment from the use of chemicals;
A high level of protection of human health;
This Regulation should ensure a high level of protection of human health.
