Mr President, I am pleased that Mr De Gucht, Mr Désir and Mrs Saïfi understand very well that if we are to have equal trade conditions, then standards- and I mean standards in a broad sense,including human rights and social and environmental standards- must undergo extensive harmonisation.
Whereas the link between trade, human rights and social and environmental standards has become a key part of economicand trade relations and is integral to negotiations on free trade agreements.
Underlines the importance of adding accompanying measures to these agreements, including technical assistance measures and cooperation programmes, aiming to improve implementation capacity,in particular of the fundamental conventions in the area of human rights and social and environmental standards;

I realise that the discussion on the inclusion of clauses on human rights and social and environmental standards in international agreements is a complex one,and I am aware that there is currently an imbalance between the rules of international trade and the rest of international law.

Whereas there are many reasons for including provisions on human rights and social and environmental standards in international trade agreements, from the wish to establish fairand equitable trade and a level playing field to the more prescriptive approach of upholding the universal values supported by the EU and pursuing consistent European policies.

Ms Saïfi's report on human rights, social and environmental standards in trade agreements recognises that each of those dimensions offers different possibilities.
Recommends that an in-depth assessment of both the financial and development additionality and the human rights, social and environmental impact of the European Fund for Sustainable Development is carried out before more ODA resources are committed to the provision of guarantees for investment and similar aid modalities;
