Where the expulsion decision is based on imperative grounds of public security under Article 28(3).
Imperative grounds' are necessary in order to expel a Union citizen who has resided in the host Member State for the previous ten years.
It should be possible, where this is provided for in a basic act,to adopt implementing acts which are to apply immediately on imperative grounds of urgency.
Where imperative grounds of urgency so require, the procedure provided for in Article 116 shall apply to delegated acts adopted pursuant to this paragraph.
The Commission will also clarify the notions of‘serious grounds of public policy orpublic security' and‘imperative grounds of public security'.
Where imperative grounds of urgency so require, the procedure provided for in Article 2c shall apply to delegated acts adopted pursuant to this Article.
By way of derogation from Articles 4 and 5, a basic act may provide that, on duly justified imperative grounds of urgency, the provisions set out in paragraphs 2 to 5 of this Article shall apply.

On duly justified imperative grounds of urgency relating to the circumstances of the nuclear accident or other radiological emergency, the Commission shall adopt an immediately applicable implementing Regulation in accordance with the procedure referred to in Article 5(3).
The Commission should adopt immediately applicable implementing acts where, in duly justified cases relating to a third country, a territory or a specified sector within a third country, oran international organisation which no longer ensure an adequate level of protection, imperative grounds of urgency so require.
(140) The use of urgency procedure should be reserved for exceptional cases where imperative grounds of urgency so require in order to react efficiently and effectively against threats of market disturbance or where market disturbances are occurring.

Where, in duly justified and exceptional cases involving imminent, direct and serious risks to workers' andother persons' physical health and safety, imperative grounds of urgency require action in a very short timeframe, the procedure provided for in Article 8b shall apply to delegated acts adopted pursuant to this Article.
(67) The Commission should adopt immediately applicable implementing acts determining whether a national measure taken in respect of a compliant EU fertilising product that presents a risk is justified or not where, in duly justified cases relating to the protection of human, animal or plant health,safety or the environment, imperative grounds of urgency so require.
On duly justified imperative grounds of urgency, such as crises or immediate threats to democracy, the rule of law, human rights or fundamental freedoms, the Commission may amend multiannual indicative programmes referred to in Articles 12 and 13 of this Regulation by implementing acts adopted in accordance with the urgency procedure referred to in Article 35(4).
(207) As of the date of application of the General Data Protection Regulation, the Commission will makeuse of its powers to adopt, on duly justified imperative grounds of urgency, an implementing act suspending the present decision which shall apply immediately without its prior submission to the relevant comitology committee and shall remain in force for a period not exceeding six months.
In the event of duly justified imperative grounds of urgency, such as crises including natural or man-made disasters, immediate threats to democracy, the rule of law, human rights or fundamental freedoms, the Commission may adopt action plans and measures or amendments to existing action plans and measures, as immediately applicable implementing acts, in accordance with the procedure referred to in Article 35(4).

In the event of duly justified imperative grounds of urgency, such as crises including natural or man-made disasters, immediate threats to democracy, the rule of law, human rights or fundamental freedoms, the Commission may adopt action plans and measures or amendments to existing action plans and measures, as immediately applicable implementing acts, in accordance with the procedure referred to in Article 35(4).
In order to allow the Union to respond quickly when one or more third countries either approve certain goods for use for capital punishment, or accept or violate an international commitment to abolish capital punishment for all crimes, it is appropriate to provide for the immediate application of the relevant Commission act, where, in the case of amendment of Annex IV orV to this Regulation, imperative grounds of urgency so require.
