Investments on board fishing vessels necessary to comply with the requirements under Union or national law in force at the time of the submission of the application, including requirements under the Union's obligations in the context of regional fisheries management organisations.
In practice some eligible investments on board a vessel could increase its ability to catch fish.
The EFF regulation35 provides that subsidies to investments on board fishing vessels may concern improvements of safety on board, working conditions, hygiene, product quality, energy efficiency and selectivity, provided that they do not increase the ability of the vessels to catch fish.
(22) It should be possible for the EMFF to support innovation and investments on board fishing vessels in order to improve health, safety and working conditions, energy efficiency, animal welfare and the quality of catches.
(j) except where otherwise provided for in this Regulation, investments on board fishing vessels necessary to comply with the requirements under Union or national law, including requirements under the Union's obligations in the context of regional fisheries management organisations, unless those investments lead to disproportionate costs for the operators;
The EFF also contributes to financing investments on board fishing vessels provided that the ability of the vessels to catch fish is not increased.
(22) It should be possible for the EMFF to support innovation and investments on board fishing vessels in order to improve health, safety and working conditions, energy efficiency and the quality of catches as well as support to specific health care issues.
The Commission will provide guidelines to the Member States clarifying which kind of investment on board is eligible for public aid and which is not.
