Arrangements that involve more than one Member State or a Member State and a third country.
The provisions of an agreement between a Member State and a third country would not provide for a level of safety equivalent to that specified by this Regulationand its implementing rules, and/or.
(v) cross-border activity of the group,including cross-border activity between Member States and between a Member State and a third country.

(72) The possible existence of an arrangement between a Member State and a third country does not absolve the Agency or the Member States from their obligations or liability under Union or international law, in particular as regards compliance with the principle of non-refoulement, the prohibition on torture and on inhumane or degrading treatment as well as fundamental rights as enshrined under International and European law.
The overall objective of the amendment to the gas directive is to ensure that the rules governing the EU's internal gas market apply to gas transmission lines between a member state and a third country, up to the border of the member state's territory and territorial sea.
In the case of vehicles running between a Member State and a third country, on a network whose track gauge is different from that of the main rail network within the Communityand for which a derogation may be granted in accordance with Article 9(5) or which are subject to specific cases, the national rules referred to in Articles 22 and 24 may include international agreements in so far as they are compatible with Community legislation.
The overall aim of the proposed amendment to the Gas Directive is to ensure that the rules governing the internal gas market of the EU apply to natural gas transmission lines between a Member State and a third country up to the border of the Member State and its territorial waters.

This Directive does not affect the freedom of transmission system operators or other economic operators to maintain in force orto conclude technical agreements on issues concerning the operation of transmission lines between a Member State and a third country, insofar as those agreements are compatible with Union lawand relevant decisions of the national regulatory authorities of the Member States concerned.
For the purposes of paragraph 4, Member States may apply to the Commission for account to be taken of electricity from renewable sources produced and consumed in a third country, in the context of the construction of an interconnector with a very long lead-time between a Member State and a third country where the following conditions are met.
