Encourages the Member States and regional and local authorities to support out-of-school cultural education programmes intended for everyone,and particularly for underprivileged children and young people, through programmes aimed at introducing them to different artistic expressions or at helping them become more aware of the existing cultural heritage;
Whereas subsidiarity, as defined in the TFEU, as well as multi-level governance,based on coordinated action by the EU, the Member States and regional and local authorities,and the partnership principle, are essential elements for the correct implementation of all EU policies, and whereas engagement of the resources and competences of local and regional authorities should be reinforced accordingly;
Strongly encourages Member States and regional authorities to improve the dissemination of information on cross-border culturaland educational activities and issues, and to strengthen the exchange of best practices in those areas through the creation of a designated portal and website;
Juncker's plan points out very clearly that the member states and regional authorities have a key role to play in the implementation of the structural reforms, in fiscal responsibility, ensuring regulatory certainty and boosting investments in support of employment and growth.
Suggests that Member States and regional authorities, when using national and regional resources and allocating European structuraland investment funds, give priority to educational programmes and to fostering cooperation between higher education, the world of work, industry, research communities and society as a whole;
Believes, therefore, that the Member States and regional authorities should examine the options for introducing or improving schemes to provide start-up capital to new farmers at preferential rates;
Calls on the Commission, the Member States and regional and local authorities to provide financialand economic incentives that support participation in continuous education and training in order to guarantee a skilled future workforce;
Stresses in this respect that Member States and regional and local authorities should grant disabled women the specialist care they need in order to exercise their rights, and should propose actions to aid their integration into the labour market through additional support measures, in particular as regards education and training;
Calls on the EU institutions, the Member States and regional and local authorities to step up their fight against gender stereotypesand to put in place measures aimed at combating the stereotypical beliefs about men's and women's traits and abilities that still persist in male-dominated sectors such as science and technology, innovation and invention;
