I therefore agree with the rapporteur, Mr Hökmark, that we absolutely must stick to the timetable that has been set for freeing up the spectrum.
This is why we give our absolutely unreserved support to the directive put forward by the Commission and to Mr Hökmark's report.
(DE) Madam President, Mr Hökmark, I think we have been in different parliaments in recent years, because the parliament I have experienced is different to yours!
I am confident this framework will evolve with time, butI very much welcome Mr Hökmark's report because it strengthens the proposal while keeping the balance we need.
I expect that Europe will, in this way, become more competitive in this crucial field in relationto the US and other major economic areas, as Mr Hökmark said previously.
I must say a word of thanks from my side, in particular,to the rapporteur, Mr Hökmark, for the hard work that he has done on the first radio spectrum policy programme.
The next item is the report by Mr Hökmark, on behalf of the Committee on Industry, Research and Energy, on the proposal for a Council directive(Euratom) setting up a Community framework for nuclear safety- C6-0026/2009-.
Time is not our friend in this and, at the end of the day, if we want to have a solution andif we are backing the number one position called for by Mr Hökmark, then we need to go as quickly as possible in that direction.
Madam President, first of all, may I congratulate the rapporteur, Mr Hökmark, on skilfully piloting this report through the committee and achieving a very broad measure of consensus.
Madam President, I want to say to Mr Hökmark, the point that you are making about Socialist governments may be true to some extent, but right-wing governments basically choose to do the same thing by piling up private debt instead of public debt.
We are accusing it of not having a strong position or a policy and of not fighting protectionism, but quite honestly, our opponent orour greatest problem- Mr Hökmark spoke about the fact that the European economy is not competitive- is the Member States.
I would also like to thank specifically Mr Hökmark, Mrs Herczog,Mr Bullmann and Mr Lehne, who have, in my opinion, worked very hard on the similar Lisbon resolution.
Our expectation is that the membership negotiations roadmap will be completed this year, as the report's author, Mr Swoboda, has proposed, and as some Members have requested,including Mr Hökmark, Mr Berlinguer and Mr Lisek, who expressed the hope that the Polish Presidency might see Croatia's accession to the European Union.
I should also like to commend our rapporteur, Mr Hökmark, as well as my fellow shadow rapporteurs, for our good cooperation on a report which reveals some major political issues hidden behind its highly technical aspects.
