It is essential that any measures to tackle the crisis are guided by the fundamental freedoms and the principles of non-discrimination and proportionality.
The Member State must ensure that the principles of transparency, non-discrimination and proportionality are respected in establishing the compensation fundand when fixing the level of the financial contributions.
Any restriction of these fundamental freedoms must be justified and comply with the principles of non-discrimination and proportionality.
Such measures have to comply with the principles of non-discrimination and proportionality and should be provisional until the time when more comprehensive information concerning the risk can be gathered and analysed.
