The growth of non-standard forms of employment.
The growing flexibility and digitalisation of the labour market has led to new and non-standard forms of employment.
What are new and non-standard forms of employment?

It is necessary to adapt that minimum list of essential aspects, which may be enlarged by Member States, in order to take account of developments on the labour market,in particular the growth of non-standard forms of employment.
(25) Where employers have the possibility to offer full-time oropen-ended labour contracts to workers in non-standard forms of employment, a transition to more secure forms of employment should be promoted.
These initiatives could- once adopted- provide answers to the challenges highlighted in this year's Labor Market and Wage Developments in Europe report, such as labor market segmentation andlack of protection of workers in non-standard forms of employment.
In the explanatory memorandum to the proposal, the European Commission notes that in 2016 a quarter of all employment contracts were for"non-standard forms of employment" and in the past ten years more than half of all new jobs were"non-standard".

Temporary or short-term contracts, part-time and on-demand work,as well as employment relationships between more than two parties are usually regarded as non-standard forms of employment- as opposed to a standard employment relationship which typically refers to full-time work on a permanent contract.

Two opinions adopted by the European Committee of the Regions(CoR)today stress that many current EU regulations are outdated against the emergence of new business models and non-standard forms of employment that are frequent in digital platforms.

The opinion takes the view that significant changes to the rules are needed to establish transparent and democratic conditions for interaction between people and digital technologies,by reviewing parts of European labour law related to non-standard forms of employment, social security, taxation and the like.
