The EIB also developed risk-sharing instruments(RSIs)27 with NPBIs or commercial banks, targeting SMEs and mid-caps.
By July 2015, eight NPBIs had committed to provide co-financing to projects and investment platforms for a total financing volume of up to €34 billion7.
Figure 3 below illustrates the share of NPBIs operations in the different EFSI sub-windows.
During the period of the audit, EIAH also organised roadshows and several awareness raising, capacity building andknowledge sharing events with NPBIs.
We further examined the role of NPBIs, and investment platforms in addressing the issue of geographical concentration.
The EIAH engaged in co-operation activities withmore than 40 institutions, and had indeed succeeded in signing 25 MoUs during the audit period with NPBIs in 20 Member States.
Cooperation between the EIB and NPBIs was enhanced by setting up working groups and collaborative investment platforms.
The EIAH established a cooperation framework with 40 partner institutions, in order to stimulate local demand for advice, andconcluded Memoranda of Understanding(MoUs) with 25 NPBIs by the end of 2018.
The Hub also seeks to cooperate with NPBIs to attract requests for support and deliver advisory services locally.
NPBIs' contribution to geographical diversification 71 As at 31 December 2017, NPBIs' total participation in EFSI projects amounted to €20.4 billion of signed operations, spread between 140 EFSI operations.
In our survey,the main reason most frequently given by the NPBIs to establish a MoU was sharing knowledge and best practice.
It is also meant to build NPBIs' capacity to develop and deliver advisory support and this is currently the main usage of the NPBs Call for Proposals.
This is still far from the indicative amount of up to €34 billion that NPBIs originally pledged to provide at the launch of EFSI in 2015.

The EIB should also promote the use of appropriate risk-sharing products for all NPBIs, especially those that are currently under-represented in EFSI operations.
The EFSI Regulation lays down several ways in which NPBIs can contribute to EFSI, including participation in investment platforms or in individual EFSI projects as co-financiers.
