Considering that large enterprises are less affected by regional handicaps than SMEs when investing in an area fulfilling the conditions of Article 107(3)(c) of the Treaty,regional aid to large enterprises should be exempted from the notification requirement only for initial investments in favour of new economic activity in those areas.
As regards aid to large enterprises, covered by this Regulation, the condition laid down in paragraph 1 shall be considered to be fulfilled if, in addition to fulfilling the condition laid down in paragraph 2, the Member State has verified, before granting the individual aid concerned, that documentation prepared by the beneficiary establishes the incentive effect of the aid on the basis of one or more of the following criteria.
