The 2007 General Budget Support manual no longer foresees the use of technical assistance to sectoral ministries.

Recommendation 7 In line with the Paris Declaration commitments, the Commission should increase its use of technical assistance through coordinated programmes and apply, where possible, implementation arrangements which encourage local ownership.
The use of technical assistance within institutional capacity building must be addressed in a flexible way, taking into account that good practices for both external and local technical assistance by governments vary a lot from one sector to another and from one country to another.
On the basis of these observations, the Court makes detailed recommendations which could help the Commission to establish a more focussed andstructured approach to the use of technical assistance, in order to provide more effective support for capacity development(see paragraphs 44 to 48).

With a view to reducing the administrative burden and ensuring the effective use of technical assistance across the ERDF, the ESF and the Cohesion Fund and across categories of regions, flexibility for the calculation and monitoring of the respective limits applicable to technical assistance of Member States should be increased.
When the initiative is taken by the Member State, a ceiling limits the use of technical assistance at the level of each operational programme: 4% of the total allocated to a programme for the convergence and regional competitiveness and employment objectives, and 6% to programmes within the European territorial cooperation objective.
