Market surveillance remains highly fragmented.
The administrative capacity of the authorities for consumer protection and market surveillance needs to be further strengthened.
Market surveillance authorities shall carry out their duties independently, impartially and without bias.
Furthermore, where the construction product presents a risk,the importer shall inform the manufacturer and the market surveillance authorities thereof.
Market surveillance authorities shall exercise their powers in accordance with the principle of proportionality.
However, strengthening the control of notified bodies and improving market surveillance is improving the reputation of the CE Marking and increasing consumers' trust.
The participants of the Summit were informed about the series of training whichis to follow in order to support inspectors in the transition to the new EU market surveillance approach.
She emphasized that the implementation of the EU practice requires a new approach in conducting market surveillance activities in a manner that contributes to fair competition on the market, consumer protection as well as the protection of other aspects of public interest.

Solutions proposed in the Accreditation Bill are in accordance with the basic principles of the European accreditation presented in the Regulation setting out the requirements for accreditation and market surveillance, and requirements of SRPS ISO/IEC 17011.
Andrew Foster, operations and policy director at the Trading Standards Institute,reported that the introduction of the new EU market surveillance system contributed significantly to the safety of consumers in Great Britain, but he spoke also of the challenges of the new system.
This new version of the Guide will therefore build on the past edition, but include new chapters, for example on the obligations of economic operators or accreditation, orcompletely revised chapters such as those on standardisation or market surveillance.

National accreditation bodies shall be subjected to peer evaluation when it will be determined whether they meet the requirements of the Regulation setting out the requirements for accreditation and market surveillance(No 765/2008/EC), whereas relevant harmonised standards shall also be taken into consideration(Article 27 of the Bill- Article 10 of the Regulation);
The key task of the competent authorities in this system is to establish effective market surveillance which will guarantee that products fulfill the prescribed requirements while minimally burdening the economy", stated Matić at the Summit organized by the Ministry of Foreign and Internal Trade and Telecommunications and the EU project"Strengthening of the Serbian System of Market Surveillance for Non-Food and Food Products- MSS".
Learning outcomes Students acquire sufficient knowledge about the scope of the European regulatory environment and an understanding of the concepts- conformity assessment, certification,harmonized standards, market surveillance, notified bodies, CE marking, Serbian laws and regulations, and Serbian conformity mark- and understanding of the mechanisms/processes of their interconnectedness.
