The funding will be provided as direct budget support to co-finance national sector reform agendas for achieving sustainable results. Sector Budget Support(SBS) is an important tool in EU development cooperation which involves dialogue, financial transfers to the national treasury account of the beneficiary country, performance assessment and capacity development, based on partnership and mutual accountability.

The Sector reform contract is implemented by the Ministry of Interior(the Border Police Directorate and the Criminal Police Directorate), the Ministry of Finance(Customs Administration) and the Ministry of Agriculture, Forestry and Water Management(Phytosanitary andVeterinary Inspectorates). Progress here will open up the possibility of sector budget support under the Instrument for Pre-Accession Assistance(IPA)- IPA II. Second, we need sectoral reforms and investment in targeted sectors, leading to increased exports and more jobs.

With this Programme, the European Union supports the implementation of the Integrated Border Management Strategy and Action Plan.
The first is the financial agreement for the Sector Budget Support on integrated border management as a part of the IPA 2016 Action programme for Serbia which was signed by Genoveva Ruiz Calavera, Director for the Western Balkans at the Directorate-General for European Neighbourhood Policy and Enlargement Negotiations of the European Commission and Jadranka Joksimović, Minister of European Integration of the Republic of Serbia.
The principal savings have been planned in expenditures for the budget sector employees.
It is planned that by 2017 the number of budget sector employees be reduced by a total of 15%(5% annually), which is about 75,000 employees.
From 9th to 12th October, expert talks are taking place in the Sector for Budget and Finance of the Ministry of Defence with representatives of the Ministry of Defence of the Russian Federation in the field of financial operation.
In addition, there is an allocation for about 16 bn dinars in the 2015 budget for severance paymentsfor those employees that will lose their jobs in the process of resolving the status of enterprises undergoing privatization,as well as an additional 8 bn dinars for severance payments for the excess employees in the budget sector.
