We will not respect the national declarations.

In any case, I am content for the moment with the Commission's promise of last month,that it will also encourage the other Member States to submit national declarations.
The Annual Summaries, as well as voluntary initiatives from Members States to issue National Declarations can stimulate, as outlined in the Court's opinion 6/2007, improved management and control of EU funds.
In a 2007 opinion(6/2007) the Court set out itsposition on annual summaries, as well as the voluntary initiatives by some Member States to give so-called national declarations on EU funds.
Hopefully, national declarations exist, or else there are individuals within the Group of the European People' s Party and European Democrats who put environmental considerations first and who will have the courage to vote in favour of the important proposals in the report.
The other major problem that occurred from that two-day hearing, and probably the biggest one,was the fact that we had asked for a political signature from the Member States to actually give these national declarations.
Since these declarations are a learning process for us, I think it is important for us to take a closer look at how the present annual summaries and national declarations are put together qualitatively speaking, and to draw the necessary lessons from this.
As regards control, I support the introduction of national declarations, endorsed by the Court of Accounts of each Member State, which would force the governments and payment agencies to take responsibility for the correct and objective assignment of Community funds.
I also support those sections of the report which encourage the Commission to introduce much clearer rules for national accountability to include properly audited national declarations required from Member States.
The Council is not here and it would be interesting to know what the Member States and the Council think about this situation,when they do not sign the national declarations and given that, with the present difficulties in public finances, the citizens will be demanding.
In many countries money used to finance the election of Members of Parliament is public knowledge, andit might be in order for Parliament to move in that direction, so that national declarations on election funding, on the campaign publicity of candidates and on its financing are included in Parliament's databases, making them visible at European Union level too.

The VVD is of the opinion that the Commission has made too little progress in promoting the introduction of the national declaration in the Member States.
I agree with the rapporteur andthe resolutions on discharge when they draw attention to the urgency of introducing a national declaration at an appropriate political level, covering all EU funds coming under shared management, in order that each Member State take responsibility for the management of EU funds received.
