This decision(No 1/70), which took effect on 1 January 1970 for a period of three years,authorized Member States to continue giving aid to coking coal and coke and pledged the financial liability of the ECSC by contributing to a'Community fund.
In accordance with Decision No. 70/1/ECSC of 19 December 1969 concerning coking coal and coke, 2 the Commission authorized the Belgian, French and German governments to let their collieries have aid at the rate of 1.50 u.a./t for coking coal production in the Belgian Campine(Kempen) and Sud basins, the French Nord/Pas-de-Calais and Aquitaine basins and the German basins during 1972.
We have dealt with this material under eight headings: the levy, rehabilitation assistance, financial aid to technical and social research, borrowing, lending and guarantee operations, management and investment of funds,financial aid to social housing construction, to coking coal and coke, and the ECSC pension fund.
The rebates allowed under 1 above shall not cause the delivered prices of Community coal and coke to work out lower than those which would be charged for coking coal from non-member countries and coke made from non-member-country coking coal. .
Aid for supplying coal and coke to the Community's ironand steel industry may be regarded as compatible where there is no actual competition at the place of use from coal or coke from nonmember countries, and provided such aid does not exceed the rebates granted on the list prices or production costs of undertakings and does not result in prices lower than those which could be charged for coal from nonmember countries or coke made from such coal. .
The Commission also authorised additional aid of ECU 1.5085 billion(DEM 2.8269billion) for 1995 for the supply of coal and coke to the Community ironand steel industries and to cover exceptional losses incurred by several firms as a result of restructuring.
Pursuant to Decision No 73/287/ECSC of 25 July 1973 concerning coking coal and coke for the iron and steel industry in the Community, 1the Commission authorized the French Government on 19 July to grant production aids in respect of 1973 to coal undertakings in the Nord/Pas-de-Calais and Lorraine coalfields which supply Com munity blast furnaces; on 27 September the United Kingdom Government received a similar authorization.
Apart from this contribution to an increase in reserves, these interest receipts on own resources have enabled the Commission to finance direct aid(readaptation, technical research,assistance to coking coal and coke etc.) and reduced interest loans, in accordance with the social, regional and industrial objectives of the Community.
Having regard to Commission Decision 73/287/ECSC of 25 July 1973 concerning coal and coke for the iron and steel industry in the Community, 2as last amended by Decision No 759/83/ECSC, 3and in particular Article 12 thereof.
