Before doing so,ESMA may consult, where appropriate, the competent authorities of third countries.
The notifications from the competent authorities of third countries referred to in paragraph 1 shall contain.
ESMA will also coordinate the exchange between authorities of information obtained from competent authorities of third countries Article 20.
ESMA shall establish cooperation arrangements with the relevant competent authorities of third countries whose legal and supervisory frameworks have been recognised as equivalent in accordance with paragraph 1.

Before submitting the draft implementing technical standards to the Commission for adoption, ESMA shall conduct a public consultation and, where appropriate,may consult with the competent authorities of third countries.

By virtue of the remits set out in its rules of procedure, Frontex is responsible for carrying out risk analysis based on the information gathered by the competent authorities in the Member States, for facilitating operational cooperation between the Member States and third countries, and for cooperating with the competent authorities of third countries and with international organisations through, for example, exchanges of experience on border control issues, the training of border guards, operational information exchanges and joint operations.
Member States may conclude cooperation agreements, providing for exchanges of information, with the competent authorities of third countries or with authorities or bodies of third countries as defined in paragraphs 5 and 6 only if the information disclosed is subject to guarantees of professional secrecy at least equivalent to those referred to in this Article.
Article 29 Agreement on exchange of information The competent authorities may conclude cooperation agreements on exchange of information with the competent authorities of third countries only if the information disclosed is subject to guarantees of professional secrecy which are at least equivalent to those set out in Article 28.
The competent authorities of Member States shall where necessary conclude cooperation arrangements with competent authorities of third countries concerning the exchange of information with competent authorities in third countries and the enforcement of obligations arising under this Regulation in third countries. .
Article 30 Disclosure of information The competent authority of a Member State may only disclose the information received from a competent authority of another Member State or from competent authorities of third countries if the competent authority of the Member State concerned has obtained express agreement of the competent authority which have transmitted the information and, where applicable, the information is disclosed solely for the purposes for which that competent authority gave its agreement.
The following sources shall be used when seeking information:(a)official information published by the competent authorities of exporting third countries.
Technical products referred to in Annex VIII must come from plants that the competent authorities of the third countries have approved and registered.
The competent authorities of the third countries appearing on lists drawn up and updated in accordance with Article 8 shall guarantee that lists of semen collection and storage centres from which the semen may be dispatched to the Community are drawn up, kept up-to-date and communicated to the Commission.
I would like to end by mentioning criteria such as the organisation and performance of collections,the specification of roles for competent authorities, the involvement of third countries, the swapping of organs with third countries and the safety of the process.
ESMA should coordinate the development of such cooperation arrangements and the exchange between competent authorities of information received from third countries.
